Article 1 In order to strengthen the management of responsibility in front of city appearance and environment, improve the awareness of responsibility in front of units, and create a civilized, beautiful and clean city appearance and environment, these measures are formulated in accordance with the Regulations of the State Council on the Administration of City Appearance and Environmental Sanitation, the Measures for the Implementation of the Road Traffic Safety Law of the People's Republic of China in Shanxi Province and the Measures for the Administration of City Appearance and Environmental Sanitation in Taiyuan City. Second organs, organizations, military units, schools, enterprises and institutions (including railway stations, airports, long-distance bus stations, etc.). ), communities and individual industrial and commercial households (hereinafter referred to as responsible units) within the urban area of this Municipality shall abide by these measures. Article 3 The term "responsibility in front of the city appearance and environment" as mentioned in these Measures means that the responsible unit is responsible for managing the city appearance, environmental sanitation, greening and order within its scope of responsibility according to the principle of combining professional management with mass management. Fourth Taiyuan city construction management administrative departments responsible for the overall coordination of the city's city appearance and environmental responsibility.

Taiyuan City Appearance and Environmental Sanitation Management Office is the management department of the city's appearance and environmental responsibility, and is responsible for the supervision, inspection and guidance of the front door responsibility.

Planning, environmental protection, public security, industry and commerce, municipal administration, gardens, urban management and law enforcement and other relevant departments shall, in accordance with their respective responsibilities, coordinate in the supervision and management of environmental responsibility in front of the city.

The people's governments of municipal districts, high-tech zones, economic zones and private parks are responsible for organizing the implementation of the responsibility system for city appearance and environmental sanitation in their respective jurisdictions.

The municipal competent department of city appearance and environmental sanitation takes the lead, and the sub-district offices (townships and towns) shall, in accordance with the present Measures, divide the responsible areas in front of the city appearance and environment of units within their respective jurisdictions, and be responsible for the signing of the responsibility book in front of the city appearance and environment of Taiyuan City and the management of the responsible supervisors in front of the city appearance and environment. Article 5 All responsible units shall fulfill their responsibilities in front of the city appearance and environmental sanitation, sign the Letter of Responsibility in front of the city appearance and environmental sanitation in Taiyuan with their neighborhood offices (towns and villages), hang responsibility cards in front of the door in a unified way, formulate relevant management systems, and set up full-time (part-time) personnel to be responsible for the daily management of the city appearance and environmental sanitation within the scope of responsibility. Sixth city appearance and environmental responsibilities include the following contents:

(a) the responsible unit shall keep the facade of the building (structure) clean, with clear patterns and obvious lines, and carry out renovation once every two years; All washable facades should be cleaned once a year before May Day. If there are signs of peeling, peeling, fading, weathering and rain erosion, they should be cleaned and trimmed in time.

(two) building (structure) at the top of the building and in front of the door shall not be piled up garbage, debris, shall not be built; No small advertisements may be posted or sprayed on the facade; Balcony, window shall not be stacked, hanging items that affect the city.

(3) The responsible unit shall not occupy the road or extend out of the store, and shall not solicit unlicensed operators to set up stalls or conduct publicity, celebration, promotion and other activities in the area of responsibility.

(four) the responsible units shall not set up canopies, shade cloth, door plaques without authorization. If it is really necessary to set them up, they must be approved by the relevant departments. If it has been shaped, it must be scrubbed at least once a week to keep it clean. If it is damaged, it must be replaced and repaired in time. The words on the plaque must be standardized, without typos, typos or missing words.

Banners, slogans, colorful flags, etc. Shall not be displayed in the area of responsibility without authorization.

(five) outdoor advertising facilities, placards, signs, telephone booths, newsstands should be kept in good condition and clean, and the business management unit should be responsible for scrubbing them at least once a week.

(six) the night lighting set by the responsible unit according to the requirements should be kept clean, beautiful and in good condition, and should be opened and closed according to the specified time. If it is incomplete or damaged, it should be repaired in time.

(7) The responsible unit shall set up its own garbage collection container inside the door, and dump it in accordance with the regulations, so as to ensure that there are no scraps of paper, cigarette butts, peels, plastic bags and other garbage in front of the door, no stains, no sputum marks and no mosquitoes and flies breeding. During April 1 to April 10 and 3 1, the front sidewalk in the responsibility area shall be cleaned once a week.

Ensure that there is no ice and snow in front of the responsible unit. Snow falls during the day, and the snow removal task is completed within two hours after the snow stops; It snows at night, and the snow removal task will be completed before 10 the next morning.

(eight) the responsible unit shall protect the trees, flowers and green facilities in the area of responsibility. Don't borrow trees to build and hang things, don't dump sewage and pile up sundries in the green space, and don't damage or kill trees and flowers. Damage to greening facilities and climbing trees, trampling on lawns, unauthorized occupation of green spaces and other acts that damage flowers and trees must be promptly discouraged and reported.

(nine) if it is really necessary to park motor vehicles and bicycles outside the sidewalk in front of the responsible unit, it shall apply to the public security traffic management department for unified parking spaces. It is strictly forbidden to occupy sidewalks and blind roads to park vehicles.

(ten) the site where vehicles are allowed to park outside the sidewalk in front of the responsible unit shall be reformed and maintained according to the requirements of the municipal department, and the standardized import and export shall be set up. If the sidewalk is damaged due to parking, the responsible unit in front of the door shall be responsible for repairing it according to the standards.

(eleven) the sewage generated by the responsible unit shall not be discharged or dumped at will, and can only be discharged into the urban sewage pipe network after being treated up to standard. Residues, leftovers, etc. Do not pour into street drains.

Responsible units must use clean fuel, and the lampblack generated by various catering services must be purified and discharged after reaching the standard.

(twelve) the noise generated by the responsible unit shall not exceed the noise standard of the functional area, and shall not use the sound or loudspeaker to attract customers.
