Weinan city appearance and environmental sanitation regulations

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, beautiful, civilized and harmonious city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation, the Regulations of Shaanxi Province on City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and the areas determined by the people's governments of cities and counties (cities, districts) to implement urbanization management. Third city and county (city, district) people's government administrative department of city appearance and environmental sanitation is responsible for the administrative area of city appearance and environmental sanitation management.

City, county (city, district) people's government development and reform, public security, land and resources, planning, housing construction, environmental protection and other departments, should do a good job in the city appearance and environmental sanitation in accordance with their duties. Fourth city and county (city, district) city appearance and environmental sanitation administrative departments shall, jointly with the relevant departments of land and resources, planning, housing construction, environmental protection and so on. Formulate the professional planning and annual construction plan of city appearance and environmental sanitation, build a digital city appearance and environmental sanitation management system, formulate city appearance and environmental sanitation standards, and organize their implementation after being approved by the people's government at the same level. The specific scope, responsible person and responsibility requirements of the responsible area shall be determined by the administrative department of city appearance and environmental sanitation in conjunction with the subdistrict office or the town people's government according to law. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and include the funds needed for the planning, construction and management of city appearance and environmental sanitation infrastructure into the fiscal budget at the same level. Article 7 The people's governments of cities and counties (cities, districts) shall promote the marketization and socialization of city appearance and environmental sanitation services, innovate the service mechanism of city appearance and environmental sanitation, and guide social capital to participate in the construction and operation of environmental sanitation facilities. Eighth city and county (city, district) people's governments and their relevant departments and news media should strengthen the publicity of laws, regulations and scientific knowledge of city appearance and environmental sanitation, improve citizens' awareness of maintaining city appearance and environmental sanitation, and develop good civilized and hygienic habits. Article 9 All units and individuals shall support and cooperate with the work of city appearance and environmental sanitation staff, and have the right to dissuade, stop and report acts that damage city appearance and environmental sanitation and its facilities. Tenth city appearance and environmental sanitation administrative departments should adhere to the combination of punishment and education in law enforcement, and guide citizens, legal persons and other organizations to consciously abide by the law. Chapter II City Appearance Article 11 The facades of buildings, structures and other facilities shall be kept clean, intact and beautiful, and their shapes and decorations shall conform to the standards of city appearance, be in harmony with the use functions of buildings and the surrounding environment, and reflect the characteristics of the city. Twelfth buildings, structures and other facilities on both sides of the main street and key areas are in danger of being defiled, damaged or falling off, and their owners, managers or users shall promptly clean up and repair them.

The scope of main streets and key areas shall be determined and promulgated by the people's governments of cities and counties (cities, districts). Article 13 Roofs, platforms, outer corridors, balconies and windows of buildings and structures facing the street on both sides of main streets and in key areas shall not be aired, hung or stacked with items that affect the city appearance and endanger safety. In violation of regulations, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of fifty yuan shall be imposed.

No external flue shall be set on the external wall of the street building. Fences, outdoor air conditioners, awnings and other facilities installed on the external walls of buildings facing the street should be standardized and kept safe and clean. The fence shall not exceed the facade of the external wall, and the cooling water shall not be discharged into the street. In violation of regulations, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than fifty yuan but not more than two hundred yuan shall be imposed. Fourteenth buildings on both sides of the main street need to be separated from the street, and hedges, flower beds, lawns, fences, etc. Should be used as isolation facilities, its shape and color should be coordinated with the surrounding environment, and keep clean and beautiful. Fifteenth city roads and ancillary facilities shall meet the following requirements:

(a) the road should be kept flat, intact and smooth. In case of potholes, cataclastic uplift, overflow, water damage, collapse, etc. on the pavement, the management unit shall promptly repair it;

(two) in the new construction, expansion, reconstruction and maintenance of roads, the construction unit shall set up obvious signs, enclosures and other safety protection facilities. After the construction is completed, the site should be leveled in time, the road surface should be restored, and the protective facilities should be removed;

(three) isolation piers, fences, protective walls, sound insulation boards, lighting, drainage and other facilities set on roads and bridges should be kept clean and in good condition; Found damaged or defaced, the management unit shall promptly clean, repair or replace;

(4) The manhole cover and rain grate set on the road shall be kept intact. In case of displacement, damage or loss, the management unit shall immediately take temporary protective measures such as setting warning signs and guardrails, and repair and replace them in time. Sixteenth road traffic, communications, postal services, gas, water supply and drainage, heating, electricity, environmental sanitation and other facilities and signs, should be set in accordance with the requirements of relevant laws and regulations, and keep them intact, clean and beautiful. In case of defacement, dilapidation or loss, the maintenance management unit shall timely clean, repair, replace or supplement it. After the construction operation, the site shall be cleaned up in time. If the site is not cleaned up, it shall be ordered to make corrections within a time limit and may be fined between 2,000 yuan and 500 yuan.
