Carrying out after-school services for primary and secondary school students is a people's livelihood project that "accommodates the will of the people and warms the hearts of the people". It is an important way to improve the quality of education and promote the comprehensive and healthy growth of students. It is also an important way to enhance the ability of educational services and effectively reduce the risk of An important measure for parents to bear. In order to conscientiously implement the relevant arrangements for the study and education of party history by the Party Central Committee, solve practical problems for the masses, and promote the after-school service of compulsory education, the Ministry of Education has selected and determined the first batch of 23 typical case units of compulsory education after-school service (list See Attachment 1), and have summarized relevant innovative measures and typical experiences (see Attachment 2 for details). Please study and learn from it based on actual conditions. Relevant matters are notified as follows:

1. Promote full coverage of after-school services. All localities must strengthen the implementation of work arrangements, continuously improve policies and measures, and effectively open up the "last mile" of school after-school services to ensure full coverage of compulsory education schools in urban areas and full coverage of students in need.

2. Guarantee after-school service hours. In principle, after-school services end no earlier than half an hour after the local normal working hours; schools can provide extended care services for students with special needs to effectively solve the problem of parents' difficulty in picking up students.

3. Improve the quality of after-school services. Enrich the content of after-school services, guide students to complete their homework carefully, help students with learning difficulties with tutoring, guide students who have room for learning to expand their learning space, carry out a variety of cultural and sports activities, readings, interest groups and club activities, and improve after-school services quality level.

4. Strengthen after-school service guarantees. Improve the after-school service funding guarantee mechanism and raise funds through financial subsidies, service charges or agency fees. Specific policies on school service charges and agency charges are formulated by each province, and arbitrary charges in the name of after-school services are strictly prohibited. Establish and improve the after-school service teaching team composed mainly of school teachers and with the participation of outside professionals or volunteers, and improve the subsidy policy for participating teachers and personnel.
