In March 2009, the 11th National People's Congress and the Second Session of the Chinese People's Political Consultative Conference were held in the Great Hall of the People in Beijing. After further study, someone felt inspired and wrote the following:

(1) Adhere to the scientific outlook on development and build a harmonious society (or pay attention to people's livelihood).

(2) The path of civilized development with developed production, affluent life, and good ecology or the path of scientific development that is people-oriented, comprehensive, coordinated, and sustainable.

(3) People’s Congress.

(4) This is a requirement for practicing the important thought of "Three Represents", a requirement for implementing the Scientific Outlook on Development and building a harmonious socialist society, and a requirement for achieving common prosperity for all and building a moderately prosperous society in an all-round way. The need is to correctly handle the relationship between reform, development and stability.
