To fellow migrant workers across the city:

Time is too thin and the gaps between the fingers are too wide. 2021 is slipping quietly through the gaps between the fingers. You who have been traveling abroad for a year may be missing your hometown and relatives, and you are rushing to your hometown loaded with the fruits of your hard work and gifts. Here, I would like to express my sincere greetings to you from my hometown!

Currently, the COVID-19 epidemic is accelerating around the world, and the domestic epidemic situation is showing a multi-point distribution and local cluster outbreaks intertwined and superimposed. At present, migrant workers have begun to return home one after another. As the Spring Festival approaches, stations, airports and other places are densely populated with large amounts of traffic, and there are many uncontrollable factors when traveling outside. In order to effectively control and reduce the risk of the spread of the new coronavirus epidemic, protect the health and life safety of the people, and continue to do a good job in preventing and controlling the epidemic among migrant workers returning home, we have issued the following initiatives:

1. Overseas and Migrant workers in areas at moderate and high risk of the domestic epidemic will not return to their hometowns unless necessary. It is recommended that Xinyi migrant workers working in medium and high-risk areas overseas and in domestic epidemic areas should not return to their hometowns unless necessary. If you really need to return to your hometown, you must proactively report to the village committee where you live three days in advance the specific time of return, the means of transportation and other relevant information, as well as your travel history within 14 days, and conduct a nucleic acid test at the place of departure to ensure a smooth return journey. After returning home, you must report to the community as soon as possible, abide by the relevant regulations of the local epidemic prevention and control headquarters, and proactively implement prevention and control measures such as nucleic acid testing, isolation observation, and health monitoring. The real-time epidemic risk levels of various regions in the country can be queried through the national government service platform.

Those who return from low-risk areas in cities where medium- and high-risk areas are located must report to the village committee as soon as possible after returning home and truthfully report their itinerary. They must provide proof of a negative nucleic acid test within 48 hours, or be able to show proof of a negative nucleic acid test within 48 hours. Those with negative nucleic acid tests can move in an orderly manner and undergo another nucleic acid test within 72 hours of entering our city. Those who return to their hometowns from epidemic-free provinces should report to the village committee as soon as possible after returning to their hometowns and register with their real names, and truthfully report their itinerary.

3. Take personal protection. Firmly establish the concept that "everyone is the first person responsible for their own health".
