In the Western Han Dynasty, it belonged to Runan County in Yuzhou, and the county was divided into three counties: Yangcheng, Ruyang and Boyang. In the 16th year of Emperor Kaihuang's reign in the Sui Dynasty (596), Yinshuifei was divided into Yinshuifei (the administrative place was Shangshui Old City, another said it was in Pantang, Dengcheng Town today). . In the early year of Daye (605), Ruyang County was merged into Yinshui County. In the first year of Huangtai (618), Fusu County was established, which together with Yinshui County belonged to Huaiyang County, Chenzhou. In the fifth year of Tang Wude's reign (622), Fusu County was merged into Yinshui County and belonged to Henan Province. In the first year of Zhenguan (627), it belonged to Chenzhou. In the first year of Xingyuan (784), it belonged to Huaiyang County, Chenzhou. In the Five Dynasties, the county was still called Yinshui and belonged to Chenzhou. In the first year of Jianlong of the Song Dynasty (960), Yinshui County was changed to Shangshui County.

On August 18, 1947, Shangshui County was liberated for the first time; on October 23, Shangshui County was liberated for the second time; in November, the Shangshui County Democratic Government was established, and in December it was The democratic government of Shangxi County was established in the western part of the jurisdiction. In February 1949, Shangxi County was merged into Shangshui County. On June 10, 1952, Zhoukou City was changed into a town and came under the jurisdiction of Shangshui County. The Shangshui County government moved from Shangshui Chengguan to Zhoukou, which belongs to Huaiyang Prefecture. On May 5, 1954, the branch offices of Shangshui County and Zhoukou Town opened. In 1958, Zhoukou Town was merged into Shangshui for the second time. On November 25, 1965, Shangshui County and Zhoukou Town separated their offices again. In 1975, Shangshui County government agencies moved from Zhoukou to Shangshui Old Town. Before 1953, Shangshui County belonged to the Huaiyang Commissioner's Office. From 1953 to 1965, it belonged to the Xuchang Commissioner's Office. After 1965, it belonged to Zhoukou Prefecture (Zhoukou Area), and on August 2, 2000, it belonged to Zhoukou City.
