On August 18, 1947, Shangshui County was liberated for the first time; on October 23, Shangshui County was liberated for the second time; in November, the Shangshui County Democratic Government was established, and in December it was The democratic government of Shangxi County was established in the western part of the jurisdiction. In February 1949, Shangxi County was merged into Shangshui County. On June 10, 1952, Zhoukou City was changed into a town and came under the jurisdiction of Shangshui County. In 1975, Shangshui County government agencies moved from Zhoukou to Shangshui Old Town. Before 1953, Shangshui County belonged to the Huaiyang Commissioner's Office. From 1953 to 1965, it belonged to the Xuchang Commissioner's Office. After 1965, it belonged to Zhoukou Prefecture (Zhoukou Area), and on August 2, 2000, it belonged to Zhoukou City.

In 2006, Libukou Township was placed under the jurisdiction of Chuanhui District of Zhoukou City.
