Article 2 These Regulations shall apply to water conservation and its supervision and management activities within the administrative area of this province. Article 3 Water conservation work shall adhere to the principles of unified planning, rational allocation, classified guidance and intensive utilization, and establish a mechanism of government guidance, departmental coordination, market regulation, public participation and water conservation incentives. Article 4 People's governments of provinces, cities and counties (including county-level cities and districts, the same below) shall incorporate water conservation into national economic and social development plans, promote the development of water-saving industries, agriculture and service industries, and build a water-saving society. Article 5 The supervision and management of water conservation shall be carried out according to the following division of responsibilities:

(1) The provincial water administrative department shall be responsible for water conservation in the whole province, formulate water conservation policies, formulate water conservation plans, formulate relevant standards, and guide and promote the construction of water-saving society in the whole province; Formulate the system of total water consumption control, quota management and planned water use and organize its implementation, guide the construction and management of water-saving irrigation projects, and assess the implementation of the main indicators of water resources development and utilization, conservation and protection in conjunction with relevant departments.

(2) The provincial development and reform department is responsible for the coordination and convergence of water conservation indicators with national economic and social development plans and resource conservation and comprehensive utilization plans, and arranges major water conservation project plans in conjunction with relevant departments.

(3) The provincial department in charge of housing and urban-rural construction is responsible for guiding urban water conservation, formulating water-saving systems, methods and specific standards for urban construction and municipal utilities according to water conservation policies, plans and standards, and implementing the requirements for water conservation.

(4) The relevant departments in charge of the industry shall implement the requirements for water conservation according to the policies, plans and standards for water conservation and in combination with the management of the industry.

(5) The departments responsible for water conservation determined by the people's governments of cities and counties (hereinafter referred to as water conservation departments) are responsible for water conservation within their respective administrative areas.

Chapter II Management of Water Conservation Article 8 The water administrative department shall, jointly with the departments of development and reform, housing and urban-rural construction, and according to the actual needs of economic and social development, the situation of water resources and the comprehensive planning of water resources in the administrative region, formulate a water conservation plan for the administrative region, which shall be implemented after being submitted to the people's government at the same level for approval. Article 9 The provincial administrative department shall, jointly with the provincial housing and urban-rural construction department and the relevant industry departments, draw up the water quota standard for the industry in this province according to the actual needs of water conservation planning and economic and social development, and submit it to the provincial people's government for approval with the approval of the provincial standardization administrative department.

Tenth the implementation of planned water management system. Non-agricultural water users who directly supply water by water supply engineering facilities and have a large amount of water, and those who use public water supply networks and have a large amount of water (hereinafter referred to as planned water users) shall put forward suggestions on the water use plan for the next year before December 31 of each year. The competent department of water conservation shall issue a water use plan before January 31 of next year. The water plan shall be determined according to the annual total water consumption control index, industry water quota and unit water demand in this administrative region.

if the planned water user fails to put forward suggestions on water use plan in accordance with the regulations, the competent department of water conservation shall determine and issue the water use plan according to the annual total water consumption control index, industrial water consumption quota and the water use situation of the unit over the years.

the specific management measures for planned water use by planned water users shall be formulated by the provincial water administrative department in conjunction with the provincial housing and urban construction department.

included in the planned water use management of the water intake permit management unit shall be implemented in accordance with relevant laws and regulations. Eleventh departments in charge of water conservation shall determine the key monitoring units of planned water use in their administrative areas among the planned water use units and make a list. The key monitoring units of planned water use shall carry out a water balance test every five years. If the actual annual water consumption of planned water users exceeds 3% of the planned annual water consumption, the water conservation department shall order them to carry out water balance tests, formulate rectification plans and implement them.
