We have strengthened the examination and approval management of civil construction projects, and carried out the collection of ex situ construction fees according to law, and achieved good results. 2. The construction of communication alarm has developed steadily.

This year, according to the requirements of alarm construction planning and layout, 1 electroacoustic alarm was installed, which met the requirements of unified control. At the same time, the management of alarm facilities has been strengthened, and training courses for alarm managers have been held, so that the alarm facilities are always in good use. According to the requirements of the superior, the annual alarm trial is strictly organized, and the sounding rate and sound coverage rate reach xxx%.

3, organization and command work in full swing.

The air raid prevention plan, population evacuation plan and various security plans were revised, and an electronic map was made. Strengthen the construction of emergency plans, and compile and standardize X general emergency plans, township emergency plans, special emergency plans, departmental emergency plans and various security plans. Seven civil air defense professional teams were reorganized and registered, the data files were improved, the organization and leadership were further strengthened, the professional players were defined, the responsibilities were implemented, and air defense and disaster prevention drills were held, which effectively improved the performance ability of civil air defense professional teams.

On the 4th, the evacuation base started construction.

According to the principle of local conditions and classified guidance, we divide population evacuation into three categories for construction. First, the existing X Leisure Plaza and X Park in xx Town will be identified as emergency evacuation shelters, and signs will be set up to strengthen publicity and guidance for citizens. Second, contact xx neighborhood committee and X town, link the urban population evacuation with the construction of rural evacuation areas, and formulate feasible plans to ensure the orderly evacuation of the population in the future. Third, in cooperation with xxx Tourism Investment Development Co., Ltd., the XX- China Folk Village Tourism Project will be built into a project with the function of combining peacetime and wartime, which will be used as a tourist resort and civil air defense education base in peacetime and provide evacuation places for the command organs in wartime. At present, the brand of civil air defense evacuation base and education base has been hung up.

5. The protection of important economic targets has been continuously strengthened.

This year, we selected 7 key units from the original 24 key economic target protection units, determined them as key economic target protection units, improved the organization, set up rescue teams, defined functions and responsibilities, formulated protection plans and implemented protection measures. Some units held air defense and disaster prevention drills under the guidance of the Civil Defense Office.

6. The intensity of administration according to law is constantly increasing.

Further clarify the functions and responsibilities entrusted by civil air defense laws and regulations, change administrative management into legal management, and bring civil air defense work into the legal track. The legal work plan has been formulated, the study and training of law enforcement personnel have been strengthened, the level of law enforcement has been improved and the law enforcement procedures have been standardized. This year, a total of xx civil construction projects were inspected by law enforcement, and xx legal documents were delivered, of which 2 were transferred to judicial organs for compulsory execution.

7, publicity and education often unremitting.

Taking civil air defense policies and regulations, national defense situation and civil air defense knowledge as the main contents, various publicity and education activities were carried out for leaders at all levels, government officials, teachers and students of schools and urban residents, which effectively enhanced citizens' national defense concept and civil air defense awareness and created a good atmosphere of leaders' attention, people's understanding and social support. This year, * * * compiled X issue of civil air defense bulletin, printed X million copies of Civil Air Defense Disaster Prevention Manual, publicized X times through radio and television, newspapers and exhibition boards, wrote xx civil air defense propaganda banners and sent xxxx civil air defense propaganda short messages. 8. The "paramilitary" construction of organs was further strengthened.

The division of labor responsibility system under collective leadership has been implemented. On the basis of the original comprehensive unit, financial unit and engineering unit, the internal organization has added the general affairs unit, forming a situation of unified leadership and division of responsibilities. The meeting system of leaders' office meeting, all cadres' meeting, democratic financial management group meeting and project approval meeting has been formulated. Major issues in the office are decided by collective research, realizing democratic decision-making and management. The organizational construction, ideological construction and discipline construction of cadres have been strengthened, and the cadre learning system, attendance system and health duty system have been formulated and implemented, and the management concept of "building a harmonious unit, creating a learning organization and building an enterprising team" has been further implemented, and the mental outlook of all cadres has been greatly improved.

In a word, through our unremitting efforts, we have made good achievements in all work in the past xx years, but there are still some shortcomings in the work, such as the charging standard of ex situ construction fee is not in place, and the construction of civil air defense office and command center has not been well implemented.

Work plan for the new year:
