After many reviews and revisions, the "Yichun Municipal Domestic Waste Classification Management Regulations" (hereinafter referred to as the "Regulations", see the second edition for details) has been passed by the 17th meeting of the Standing Committee of the Fourth Municipal People's Congress. Approved by the 8th meeting of the Standing Committee of the 13th Provincial People's Congress, it will be officially implemented on January 1, 2019. The "Regulations" comprehensively implement mandatory classification of domestic waste, clarify that failure to classify is illegal, and innovate a series of institutional mechanisms.

The "Regulations" are divided into eight chapters: general provisions, source reduction, classified release, classified collection and transportation, classified disposal, supervision and management, legal liability, supplementary provisions, and *** 46 articles. The "Regulations" clarify the legislative purpose, scope of application, definition of domestic waste, management principles, and division of management responsibilities of the government and departments; encourage and advocate units and individuals to reduce the generation of garbage in life and production; determine the classification categories of domestic waste, and classification and placement specifications , the person responsible for release management and specific responsibilities; stipulates the implementation of a comprehensive assessment system for the classification management of domestic waste, including the selection criteria for spiritual civilization creation and hygiene creation, a management information sharing system, a complaint and reporting system, and an illegal behavior exposure system; clarified The legal responsibilities of domestic waste classification management departments and their staff who fail to perform their duties in accordance with the law, as well as the legal consequences of relevant units and individuals violating the Regulations.

For citizens, the formal implementation of the "Regulations" means that failure to classify is illegal. The "Regulations" clearly stipulate that units and individuals should classify and put domestic waste into designated garbage collection containers or collection sites according to the prescribed time period and location, and shall not discard, dump or pile it at will. Anyone who abandons, dumps or piles domestic garbage at will shall be ordered to make corrections by the urban management department, and a fine of not less than 5,000 yuan but not more than 50,000 yuan will be imposed on the unit, and a fine of not less than 50 yuan but not more than 200 yuan will be imposed on the individual.

The "Regulations" establish a domestic waste disposal charging system in accordance with the principle of "who generates, who is responsible, and who pays". It is clarified that units and individuals should establish environmental protection awareness, abide by the regulations on the classification and management of domestic waste, reduce the generation of domestic waste, classify and place domestic waste, and fulfill the obligations of domestic waste generators.

The "Regulations" promote the classification of domestic waste as a systematic project as a whole. It not only requires the generators of domestic waste to put it out in a classified manner, but also requires relevant departments and units to collect, transport and dispose in a classified manner. The classification does not meet the standards. , the person responsible for the classification management of domestic waste and the collection and transportation units can refuse to accept it, and set legal responsibilities for the mixed collection, transportation, and disposal.
