I. Guiding ideology

Fully implement the spirit of the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China and the Central Economic Work Conference, adhere to the overall situation of "agriculture, rural areas and farmers" with Scientific Outlook on Development as the leader, and closely focus on improved seed breeding and characteristic planting in the south; Central animal husbandry, seedlings and flowers, facility agriculture; Northern mixed fruit forest belt; The industrial development pattern of industrial enterprises, commerce and logistics in urban areas focuses on the construction of industrial ecological parks. Through market guidance, administrative promotion and typical demonstration, we will further tap the industrial potential of facility agriculture, animal husbandry, seedlings and flowers, miscellaneous fruit economic forest construction, one village and one product, and take industrial restructuring as an important starting point for rural development, agricultural efficiency improvement and farmers' income increase, so as to promote the sound and rapid development of town economy.

Second, the goal of struggle

Through industrial restructuring, we will strive to achieve a total agricultural output value of 260 million yuan and a per capita net income of 6,800 yuan by the end of the year. Promote the sustained, healthy and orderly development of agriculture and realize the steady growth of farmers' income. These include:

Third, support policies.

According to the spirit of "Implementation Opinions on Industrial Development in Wugong County", the following industrial development will be subsidized:

1. More than 50 greenhouses and vegetable greenhouses will be built in the planned area of the whole town, with a subsidy of 5,000 yuan for each greenhouse (50 * 80m); Vegetable greenhouse subsidy per mu 1500 yuan; More than 50 flower greenhouses (50 * 8m) each subsidy 1 ten thousand yuan. For planting kiwifruit with a contiguous area of more than 500 mu, the subsidy per mu is 1000 yuan.

2. Around the construction of a large handmade fabric county, further develop and expand the characteristic industries such as handmade fabric and handicrafts, and register and package the new handicrafts developed during the year. 3. According to the principle of economies of scale. The team members are the specific persons in charge of the industrialization development, guiding and deploying the industrialization development of the villages under their jurisdiction. The village committee of each village party branch should focus on the development of industrialization, and the party branch secretary and village director are directly responsible for industrial development.

2. Widely publicize and create an atmosphere. Insist on propaganda throughout the industrialization development, and vigorously publicize the supporting policies, advanced models and successful experiences of industrial development by using effective forms such as broadcasting, slogans, banners, printed materials and entering villages and households, so as to improve the people's understanding and recognition of industrialization and fully mobilize the enthusiasm of cadres and party member people for development; Insist on organizing an on-site observation meeting on industrialization every six months, and organize cadres, representatives of industrialization development, activists and talents to observe and learn from each other, reward the advanced and spur the backward; We should emancipate our minds, broaden our horizons, organize cadres and the masses to go abroad, invite advanced regions and learn from their good experiences and practices. 3. Strengthen assessment and strictly reward and punish. The town party committee and government will incorporate agricultural industrialization into the target responsibility system assessment, and assess it together with other economic indicators, with rewards and punishments.
