Detailed Rules of Qingdao Municipality on Implementing the Measures for the Administration of Water Charge Collection of Water Conservancy Projects in Shandong Province

Chapter I General Provisions Article 1 In order to make rational use of water resources, promote water conservation, guarantee the expenses required for the management of water conservancy projects and give full play to the economic benefits of water conservancy facilities, these detailed rules are formulated in accordance with the provisions of the Measures for the Administration of Water Charge Collection of Water Conservancy Projects in Shandong Province (hereinafter referred to as the "Administrative Measures") and in combination with the actual situation of our city. Article 2 These Provisions shall apply to the water conservancy facilities invested and constructed by the state and directly managed by the water conservancy department within the scope of this Municipality.

These rules are not applicable to the water conservancy facilities built and directly managed by the urban construction department. Third water conservancy projects should implement paid water supply. Industry, agriculture and all other water users must pay the water fee to the water conservancy project management unit according to the regulations. Fourth people's governments at all levels should strengthen the leadership of water fee collection and management. All units and individuals must take good care of water conservancy facilities, protect water resources, implement planned water use and save water. Fifth water conservancy project management units should establish and improve the rules and regulations, and do a good job in the collection, management and use of water supply and water charges. Chapter II Water Supply Management Article 6 All kinds of water use must be managed in a planned way. The water conservancy department shall, according to the abundant and dry water sources, make overall arrangements for industrial and agricultural water use on the premise of ensuring the domestic water use of urban and rural residents.

Water users should submit the second year's water plan and quarterly water supply plan to the water conservancy project management unit at the end of September each year. Agricultural water, by users to the water pipe installation; County (city) city, Laoshan District, Huangdao District and township water, by the water unit to the county (city), district water conservancy bureau to declare; City water shall be declared to the Municipal Water Conservancy Bureau by the Municipal Water Supply Company.

A progressive water fee system shall be implemented for water exceeding the plan, and the water fee shall be charged according to Article 15 of the Administrative Measures. Article 7 The water supply contract system shall be implemented. Both parties shall sign a water supply contract in strict accordance with the contract.

If the water supplier fails to ensure the time and quantity of water supply as agreed in the contract and fails to take appropriate measures to solve it, it shall compensate the water supplier for losses at 30% of the basic water fee; If the actual water consumption of water users does not reach the quantity stipulated in the contract, which affects the reservoir water source dispatching, it shall pay 30% of the basic water fee that is used less to the water supply unit. Eighth did not report the water plan, did not sign a water supply contract, the water supply unit has the right to refuse water supply. Ninth reservoir dead capacity is generally not allowed to use. If water supply is really necessary due to special circumstances, large reservoirs shall be approved by the Municipal People's Government, and medium-sized reservoirs shall be approved by the local county (city) and district people's governments. Chapter III Water Fee Collection Standards Article 10 Water fee standards shall be based on the cost of water supply, and all kinds of water shall be approved separately according to the water resources situation of this Municipality. All kinds of water charges and water charges standards shall be implemented in accordance with the provisions of the State Council Municipality on the Measures for the Administration of Water Charge Collection of Water Conservancy Projects. Fourteenth state-owned agriculture, forestry, animal husbandry and fishing grounds (including fishing grounds) take water as the measuring point and charge four points per cubic meter.

Water conservancy project management units are self-operated, jointly operated or operated by other units, and the water fee is charged at 6% of the output value of the year. Fifteenth mechanical and electrical pumping station water supply to the channel pool mouth or pipe mouth as the metering point. Agricultural water supply, the charging standard is three yuan per thousand cubic meters; Township water supply charges five yuan per thousand cubic meters; Urban and county (city) urban water supply charges 8 yuan per thousand cubic meters. Relying on other water conservancy project management units to provide water, the original water fee shall be charged separately. Sixteenth approved the use of large and medium-sized reservoirs dead capacity, 20 cents per cubic meter. Chapter IV Collection, Use and Management of Water Fees Article 17 Water fees shall be collected by water conservancy project management units or entrusted by other units. Commissioned by the collection, the water conservancy project management unit shall pay the management fee according to 15‰ of the actual amount of the unit water fee.

No unit or individual has the right to lower or raise the water fee standard by itself, and shall not reduce or exempt the water fee without authorization. To change the water fee standard or waive the water fee without authorization, economic sanctions should be imposed and the corresponding legal responsibilities should be investigated. Eighteenth water charges can be collected in cash, but also through the bank for non-cash settlement, by the water supply unit and water users quarterly, monthly or quarterly settlement.

Agricultural water is collected in the form of pre-sale water tickets and water supply by tickets; Domestic water for industry, state-owned agriculture, forestry, animal husbandry, fishing grounds, hydropower stations, troops and cities is charged monthly, and the water conservancy project management unit shall settle accounts with water users according to the contract.
