Article 1: In order to implement the "Anshan City Urban Appearance and Environmental Sanitation Management Regulations" (hereinafter referred to as the "Regulations"), these regulations are formulated in accordance with Article 48 of the "Regulations". Article 2 These regulations apply to the urban area of ??Anshan City. Article 3 The municipal and district urban construction management departments shall be responsible for the city appearance and environmental sanitation management of the areas under their jurisdiction according to the division of functions. Under the guidance of the administrative department of city appearance and environmental sanitation in the district where it is located, the sub-district office can independently impose penalties on illegal acts that violate the "Regulations" with a one-time fine of less than 500 yuan; for illegal acts with a one-time fine of more than 500 yuan, a one-time fine of more than 500 yuan shall be imposed. Report to the district or city city appearance and environmental sanitation administrative department, and the district or city city appearance and environmental sanitation administrative department will impose penalties. Article 4 Violation of Article 8 of the "Regulations", in addition to being ordered to stop the illegal behavior and restore the original appearance within a time limit, the following fines will be imposed: unauthorized demolition of the walls of buildings facing the street, addition (modification) of facades, and fines per square meter according to the facade area A fine of 150 yuan will be imposed; if a road is occupied to build a step ladder, a fine of 20 to 50 yuan per square meter will be imposed; if the occupied road area is expanded, a fine of 20 to 50 yuan per square meter will be imposed. Article 5 Anyone who violates Article 9 of the Regulations and builds new physical walls on both sides of urban roads without authorization shall be ordered to dismantle them within a time limit. If the demolition is not carried out within the time limit, a fine of 500 yuan per linear meter will be imposed. Article 6 Anyone who violates Article 10 of the "Regulations" by nailing, fastening or placing objects that hinder the view of the city on urban roads in Anshan City, buildings on both sides and municipal public facilities shall be ordered to remove them immediately and be fined 200 to 200 yuan for each location. A fine of 300 yuan will be imposed; if you refuse to remove or delay, the items may be confiscated.

Those who plant crops on both sides of the road will be ordered to clear them within a time limit and will be fined 100 to 150 yuan per square meter.

Anyone who piles materials or sets up processing sites on the road or both sides without authorization will be ordered to clean up within a time limit and fined 500 to 1,000 yuan for each place. Materials, processing tools and facilities that are not cleared within the time limit may be confiscated. Article 7 Anyone who violates Article 11 of the "Regulations" and fails to implement fencing operations at the infrastructure construction site or the fencing does not meet the requirements shall be ordered to make corrections within a time limit. Those who fail to make corrections within the time limit shall be fined 5 yuan per square meter per day based on the area of ??the fence that should be installed. If the work stoppage is not tidied up in a timely manner and the facilities, machinery, and materials are not covered, it will be ordered to make corrections within a time limit. If the correction is not made within the time limit, a fine of not more than 1,000 yuan will be imposed; if the temporary buildings, facilities, and site are not cleaned up within 10 days after the project has passed the acceptance inspection, a penalty of one day overdue will be imposed. A fine of 200 yuan will be imposed; those who pile materials and perform construction operations outside the fence shall be punished according to paragraph 3 of Article 6 of these regulations. Article 8 Anyone who violates paragraph 1 of Article 12 of the Regulations by setting up outdoor billboards, plaques, slogan boards, showcases, galleries, or commercial facades without authorization shall be ordered to dismantle them within a time limit and be fined not more than 1,000 yuan.

Anyone who violates paragraph 2 of Article 12 of the "Regulations" and sets up approved outdoor billboards, plaques, slogan boards, showcases, galleries, commercial facades, etc. that are old or seriously damaged and affects the appearance of the city shall be ordered to Corrections must be made within a time limit and a fine of RMB 100 to RMB 500 may be imposed for each violation.

Those who violate paragraph 3 of Article 12 of the Regulations and write, engrave, or hang advertisements, slogans, posters, inspirations, etc. on urban buildings, structures, other municipal public facilities, or trees without authorization shall be subject to A fine of 30 yuan per ticket (placement) will be imposed.

Any hotel that violates paragraph 4 of Article 12 of the Regulations by displaying a business sign shall be ordered to remove it immediately. Those who refuse to remove them will be fined 100 yuan for each section. Article 9 Anyone who violates Article 13 of the "Regulations" and sets up temporary buildings or facilities without obtaining a "Temporary Road Occupation Permit" shall be fined 100 yuan per square meter based on the occupied road area and ordered to dismantle it within a time limit; unauthorized expansion If temporary buildings or facilities occupy the road area, they will be fined 20 to 50 yuan per square meter according to the expanded area and ordered to dismantle them within a time limit; if they are not installed in the shape and designated location specified by the administrative department of city appearance and environmental sanitation, they will be ordered to make corrections within a time limit. , and be fined 500 to 1,000 yuan; those who delay in paying the temporary road occupation fee will be ordered to pay it within a time limit, and a late payment fee of 3% of the total fee payable will be charged daily starting from the last date of payment. If a temporary building fails to beautify scenic spots in accordance with the requirements of the city appearance and environmental sanitation administrative department and the entrusted unit, in addition to being ordered to make rectifications within a time limit, a fine of 40 yuan per square meter will be imposed based on the facade area that should be decorated. If it is still not implemented within the time limit, the "Temporary Road Occupation Permit" will be withdrawn and ordered to be demolished within a time limit.

Anyone who sets up counters or stacks items around temporary buildings shall be punished in accordance with paragraph 3 of Article 6 of these regulations. Article 10 Anyone who violates Article 14 of the "Regulations" by failing to use the prescribed business facilities, fences or parasols in the approved stalls shall be fined 50 yuan for each discovery and ordered to make corrections within a time limit; A fine of 30 yuan will be imposed at one time and ordered to make corrections immediately.

Anyone who occupies roads to set up stalls without authorization from the city appearance and environmental sanitation administrative department or the public security and traffic management department will be fined 100 to 300 yuan, ordered to cancel immediately, and business items or business tools may be confiscated. Article 11 Anyone who violates Article 15 of the "Regulations" by expanding the area of ??an approved open-air market without authorization, or whose boundaries are not clearly marked, or whose stalls are untidy, will be ordered to make corrections within a time limit, and will be fined 100 to 200 per day if it is overdue.
