Article 3 Accepting letters and visits is an important way for state organs at all levels and their staff to listen to the opinions, suggestions, and criticisms of the people, and to accept supervision by the people. Article 4 The work of letters and calls should adhere to the principle of hierarchical responsibilities, centralized handling, whoever is in charge, who is responsible, and the principle of timely and local resolution of problems and ideological guidance, persuasion and education.

Relevant units and individuals should support and cooperate with state agencies, petition agencies and their staff in handling petition matters in accordance with the law. Article 5 State agencies at all levels shall strengthen leadership over petition work, implement a system of responsibility for petition work and a day for the head of the agency to receive visits from the people, and designate a person in charge of petition work. Article 8 When a petitioner reports a situation, he or she should generally inform him or her of his or her real name and contact information. If multiple people report the same request, they should generally submit it through letters, telecommunications, emails, etc.; if it is really necessary to visit and report, representatives should be selected and the number of representatives should not exceed 5.

Article 9 Petitioners shall abide by the following provisions during petition activities:

(1) Abide by the constitution, laws, regulations, rules, social ethics and the order of petitions;

(3) Report the situation truthfully, and shall not fabricate or distort facts, defame, falsely accuse or frame others;

(8) It is prohibited to carry flammable, explosive, highly toxic, harmful and other dangerous goods and controlled equipment into state agencies and petition reception places or to carry them in mailed petition materials. Article 10 Persons who are unable to express their wishes on their own must entrust an adult citizen or his guardian who can express his wishes on his behalf to report matters that need to be reported.

Article 13 The petition work agencies of state agencies at all levels handle the following petition matters:

(2) Handle letters and visits assigned by superior authorities or transferred by relevant units, and report or feedback the results in a timely manner as required;

(4) Coordinate and handle letters and calls between regions and units under their jurisdiction;

(5) Conduct business contact, guidance and inspection on the petition work of lower-level agencies;

(6) Comprehensive and study the petition situation, and provide petition information and information to the person in charge of the agency and relevant units in a timely manner Opinions and suggestions;

(7) Provide consultation to petitioners on petition matters;

(8) Other petition matters stipulated in laws, regulations, rules and policies.

State agencies, petition agencies and their staff shall keep confidential the complaints and reports made by petitioners and matters requested by petitioners to be kept confidential.
