Notice of Fuzhou Municipality on Implementing the Regulations of Education-guided Dynamic Management of Electric Bicycle Yellow Number Plate

In order to give full play to the management, education and guidance functions of electric bicycle number plate system, enhance the road traffic safety awareness of electric bicycle drivers, reduce road traffic violations, maintain road traffic order, ensure road traffic safety, and work together to improve the urban traffic environment and civilized image, according to the Measures for the Administration of Non-motor Vehicles in Fujian Province and other laws and regulations, the Measures for the Administration of Electric Bicycles in Fuzhou and the Measures for the Administration of Electric Bicycle Number Plates in Fuzhou, the relevant matters on the basis of yellow number plates for electric bicycles in five urban areas are hereby discussed.

I. Applicable conditions

The yellow number plate electric bicycle is attached with a green or red logo according to the following conditions, and the number plate remains unchanged.

Green sign:

If there is no traffic violation within the yellow number plate electric bicycle 1 year, a green sign will be added according to the application. In case of traffic violation in use, the green sign shall be cancelled within 30 days according to the yellow license plate vehicle management.

If you apply again after canceling the green sign, it will be recalculated from the date of canceling the green sign, and the period of no traffic violations will be extended by one year accordingly, and so on.

(1) independent processing. When the police investigate and deal with traffic violations, the yellow number plate electric bicycle that needs to cancel the green logo will be notified to the parties through the penalty decision, and the owner will be informed by synchronous SMS push, and the owner will go to the traffic police brigade for handling.

The specific process is as follows: the owner applies online through "e Fuzhou" APP or "Fuzhou Traffic Police Micro-posting" WeChat official account → 15 days later, and goes to the brigade window to handle it.

② Compulsory treatment. When the police investigate and deal with traffic violations, according to the push results displayed by the police in real time, it is necessary to cancel the yellow number plate electric bicycle with green logo. If it is not handled by itself within 30 days, the car will be detained for review according to law and the green logo will be cancelled.

The specific process is as follows: detain the vehicle to the parking lot involved → cancel the green sign → the parties will collect the vehicle from the parking lot involved after handling the traffic violations online.

Red sign:

1 quarter, the cumulative number of traffic violations is 2 or more, or 1 year, the cumulative number of traffic violations is 3 or more, the vehicle shall be managed according to the additional red logo, and the additional red logo shall be handled within 30 days. If the additional red sign has been used for one year and no traffic violations have occurred again, the red sign shall be cancelled.

When the police investigate and deal with traffic violations, they will inform the parties of the yellow number plate electric bicycle with red logo through the penalty decision, and inform the owner through synchronous SMS push, and the owner will go to the traffic police brigade for handling. ② Compulsory treatment. When the police investigate and deal with traffic violations, according to the push results displayed by the police in real time, if the yellow number plate electric bicycle with red logo is not handled independently within 30 days, it will be detained for review according to law and affixed with red logo.

The specific process is as follows: detain the vehicle to the parking lot involved → add a red sign to the number plate → drive the vehicle to the parking lot involved after dealing with traffic violations online.

Second, restrict access.

Electric bicycles marked with red marks shall comply with the following restrictions:

1. Aofeng Bridge, Minjiang Bridge, Sanxianzhou Bridge, jiefang bridge, Youxizhou Bridge, Jinshan Bridge and Hongshan Bridge are closed all day.

2. During peak hours (7: 00-9: 00, 17: 00- 19: 00), the area within the Second Ring Road of Gulou, Taijiang and Jinan District (excluding) is prohibited from passing.

Third, the license plate extension will not be processed.

The traffic administrative department of the public security organ shall not handle the license plate extension in case of any of the following circumstances during the use of the yellow license plate electric bicycle:

(a) the owner's household registration has moved out of Fuzhou for more than 6 months;

(2) The use function of the owner's residence permit has been suspended for more than 6 months;

(3) An electric bicycle with a red logo violates the restrictions and violates the regulations again after being warned once;

(four) the traffic safety violations of electric bicycles marked in red have accumulated more than 2 times a year.

Fourth, the incentive mechanism

After the yellow number plate electric bicycle is hung with a green and red sign, reward management will be implemented according to traffic violations and learning and education.

1. If there is no traffic violation for more than one year after obtaining the green logo, and the service life of the vehicle exceeds 10, the vehicle shall be updated according to the application.

2. If the household registration of the vehicle owner is moved back to Wucheng District or the use function of the residence permit is restored, you can apply for restoring the qualification of Huang Ka Yaohao or restoring the original registered vehicle (using the original number).

The specific process is as follows: the owner applies online through "e Fuzhou" APP or "Fuzhou Traffic Police Micro-posting" WeChat official account → 15 days later, and goes to the brigade window to handle it.

3. Within 30 days, you can apply for the electric bicycle to be hung with the red sign and meet the conditions in Item (3) and Item (4) of Article 3 of this Notice (license plate extension is not allowed). After 3 months, you can apply online to participate in the study or traffic volunteer activities organized by the local traffic police brigade, not less than 5 times, every hour/kloc-0 times. After passing the examination, the original registered vehicle and original license plate will be restored. For those who have not independently applied for additional red signs within 30 days, the incentive measures are not applicable.

A year in this notice refers to the last 12 months, and a quarter refers to the natural quarter. The relevant provisions of this notice shall come into force on September 1 day, 2022.
