Although the Second and Third Bureau of the General Contractor are national super-class construction enterprises, the technical level and job responsibilities of the safety management personnel in their project departments are far from meeting the needs of on-site safety management. It is impossible to fully discover the potential safety hazards existing in the site, and it is also impossible to properly rectify the problems found.
