This team is managed by the emergency management department, with unified leadership and hierarchical command, and has a special rank sequence, team flag, team emblem, team training and team uniform.

Legal basis: Article 55 of the Fire Protection Law of People's Republic of China (PRC). Fire rescue agencies in the fire supervision and inspection found that the urban and rural fire safety layout and public fire control facilities do not meet the requirements of fire safety, or found that there are major fire hazards that affect public safety in this area, it shall be reported in writing by the emergency management department to the people's government at the same level.
