Is Xinjiang Jiao Jian a state-owned enterprise or a central enterprise?

According to Baidu Encyclopedia, Xinjiang Communications Construction (Group) Co., Ltd. was established in August of 20 10, and belongs to the State-owned Assets Supervision and Administration Commission of Xinjiang Uygur Autonomous Region. Its predecessor was Xinjiang Northern Mechanized Road Construction Bureau. Originally under the Traffic Construction Administration of Xinjiang Uygur Autonomous Region, it was listed as an enterprise supervised by SASAC in 2004, and was directly supervised by SASAC at the end of 2009. After being handed over to SASAC, it was officially restructured into Xinjiang Communications Construction (Group) Co., Ltd. on 20 10, so it was a state-owned enterprise.

State-owned enterprises refer to wholly state-owned enterprises, wholly state-owned companies and state-owned capital holding companies that the State Council and local people's governments perform the responsibilities of investors on behalf of the country respectively, including enterprises at the same level and enterprises formed by investment step by step under the supervision of central and local state-owned assets supervision and administration institutions and other departments.
