Provisions on completion and acceptance of civil air transport airports and other civil aviation construction projects

Article 1 These Provisions are formulated in accordance with the Civil Aviation Law and the Measures for Completion Acceptance of Construction Projects promulgated by the State Planning Commission in order to strengthen the management of completion acceptance of civil air transport airports and other civil aviation construction projects and ensure the quality of the projects. Article 2 New construction, relocation, reconstruction and expansion of civil air transport airport projects (hereinafter referred to as airport projects) and other civil aviation construction projects (hereinafter referred to as other civil aviation construction projects) must be checked and accepted in accordance with these Provisions. Without acceptance, it shall not be delivered for use. Article 3 A project applying for completion acceptance must meet the following conditions:

(1) Projects to ensure flight safety and normal operation, as well as auxiliary production and public facilities, have been built according to the design requirements and can meet the production and use requirements;

(two) the main process equipment supporting facilities, the linkage load operation qualified, and the formation of production capacity;

(3) Environmental protection facilities, labor, safety and health facilities, public security, security inspection, fire fighting and emergency rescue facilities have all been built according to the design requirements;

(four) the necessary living facilities have been built according to the design requirements;

(5) Complete completion files and materials. Article 4 Main bases and standards for completion acceptance:

(a) the approved project proposal and feasibility study report;

(two) the approved general plan (including flight procedures and communication and navigation sites), preliminary design and budget estimate, construction drawing and related revision and adjustment documents, and technical specifications of main equipment;

(3) Current technical standards and quality evaluation standards;

(four) foreign investment projects must be submitted to the approved Sino foreign joint venture or cooperation project contract;

(5) Other documents deemed necessary by the General Administration of Civil Aviation of China (hereinafter referred to as CAAC). Article 5 The airport project completion acceptance shall be conducted according to the following procedures:

(a) by the construction unit to organize pre inspection and navigation, lighting equipment school flight, after passing, to the unit responsible for the initial inspection to apply for initial inspection;

(two) the unit responsible for the preliminary inspection shall organize the preliminary inspection in time after receiving the application for preliminary inspection. After passing the preliminary inspection, organize the airport flight test, and submit the preliminary inspection and flight test report to the responsible unit for completion acceptance, and apply for completion acceptance;

(three) after receiving the application for completion acceptance, the unit responsible for completion acceptance shall timely organize the completion acceptance according to the rectification of the project. Article 6 The completion acceptance of other civil aviation construction projects shall be organized by the construction unit for pre-acceptance, and the responsible unit for completion acceptance shall organize the completion acceptance; Smaller or simpler projects should be completed and accepted by the construction unit at one time. Seventh completion acceptance should be based on the scale of the project, according to the following principles, under the auspices of the unit responsible for completion acceptance, the completion acceptance committee or acceptance group should be established.

(a) the airport project completion acceptance committee or acceptance group is composed of state organs, civil aviation and relevant departments of the provincial and municipal governments in principle.

(two) the completion acceptance committee or acceptance group of other civil aviation construction projects is composed of civil aviation and local relevant departments in principle. Eighth national key construction projects after the completion of acceptance, submitted to the State Planning Commission to organize the implementation. Article 9 The completion and acceptance of the state-invested airport project with the technical level above the 4D flight area shall be reported to the State Planning Commission or organized and implemented by the Civil Aviation Administration of China;

Airport projects with a technical level of 4D or above in the flight area are jointly invested by the state and local governments or independently invested by local governments, and reported to the State Planning Commission or organized and implemented by the Civil Aviation Administration of China in conjunction with local governments;

The completion and acceptance of the airport project with the technical level of the national investment flight zone of 4C or below shall be organized and implemented by the regional administration where the airport is located;

The completion and acceptance of airport projects with national and local investment or local independent investment and the technical level of the flight area of 4C or below shall be organized and implemented by the regional civil aviation administration where the airport is located in conjunction with the local government. Article 10 The completion acceptance of other civil aviation construction projects with investment above designated size shall be organized and implemented by CAAC or its entrusted regional civil aviation administration;

The completion and acceptance of other civil aviation construction projects below the investment limit shall be organized and implemented by the construction unit. Eleventh completion inspection and acceptance committee or inspection team should be in strict accordance with the provisions of the acceptance. To evaluate the project quality and issue the project completion acceptance certificate for the projects that meet the acceptance criteria; Any project that does not meet the acceptance criteria will not be accepted. Twelfth project completion acceptance certificate includes the following contents:

Scope of acceptance;

(2) building the foundation;

(3) Project overview;

Construction process;

(5) investment and completion;

(6) Acceptance conclusions and requirements;

(7) Accessories:

1. Signature form of members of the completion acceptance committee;

2 design, construction, construction and use of the unit representative signature form;

3. List of completion acceptance items;

4. List of unaccepted projects;

5. Acceptance opinions of various professional groups. Thirteenth after the completion of the project acceptance within 90 days, the final accounts shall be prepared and submitted to the higher authorities for approval. After the acceptance of the completed project, the procedures for the transfer of fixed assets shall be handled in time. Fourteenth applications for airport relocation, before the completion of acceptance, should complete the original old airport fixed assets and land inventory procedures; The procedures for the handover of the civilian part of the military-civilian airport shall be signed with the relevant parties.
