Article 3 The term "highway and waterway engineering" as mentioned in these Measures refers to the construction projects such as new construction, reconstruction and expansion of highway and waterway infrastructure that have been approved or filed according to law. The term "business unit" as mentioned in these Measures refers to the unit engaged in highway and waterway engineering construction, survey, design, construction, supervision, test and safety service.

Article 4 The safety production of highway and waterway engineering should be people-oriented, adhere to the principles of safety first, prevention first and comprehensive management, strengthen and implement the main responsibility of the construction unit, and establish a mechanism in which the construction unit is responsible, employees participate, government supervision, industry self-discipline and social supervision.
