If the visiting people lose their temper for various reasons and their language is fierce, the reception staff should also treat them with courtesy, and avoid being simple and impatient, blunt and rude, reprimanding and scolding, sloppy and perfunctory, and shirking things, let alone shutting people out. We should guide the other party to speak slowly and give appropriate criticism and education to some wrong and unreasonable words and deeds. When talking, you should listen patiently and remember carefully, so that the petitioners can finish their sentences and make the problems clear. For revisiting, especially some "old petitioners" can't get bored at first sight and collapse as soon as they talk. Listen carefully to their statements to see if they have reflected new problems, and whether the original problems have not been solved at all or partially. We should understand the feelings of the visiting people, listen to their statements patiently, and don't rush to answer or refute. Otherwise, one can't fully understand and master the problem and properly handle it; Second, it is difficult to grasp the real ideological situation and do targeted work; Third, it is impossible to gain the trust of the visiting masses. Therefore, we should work hard on the word "listening". After listening, we should sum up the main contradictions and important plots and repeat them to the petitioners. If the petitions put forward by the petitioners can be answered on the spot, they should be answered on the spot; If you can't answer on the spot, inform the petitioner of the methods and procedures to be prepared to deal with, so as to satisfy the petitioner.

(3) processing. It is to deal with the problems reflected by the visiting masses in line with the party's policies, laws and regulations, meet the legitimate demands of the masses, and do a good job in explaining the ideological and political work of the masses who make unreasonable demands.

(4) order of letters and visits:

② The administrative department of land and resources at or above the county level shall set up an emergency organization to deal with group petitions and formulate an emergency plan.

(3) If the complainant disobeys the order of letters and visits and takes excessive actions in the process of letters and visits, the relevant land and resources management departments can take measures such as dissuasion, criticism and education in time according to law; For those who refuse to listen to dissuasion, which may lead to the expansion of the situation, the relevant land and resources management departments may suggest the public security organs to give a warning, admonish or stop it.
