Those who are detained and punished for disturbing the order of sports competitions may also be ordered not to enter sports venues to watch similar competitions within 12 months; Those who enter the stadium illegally are forcibly taken away from the scene.

What are the procedures for administrative detention?

1. When the public security organ carries out detention, it must show the detained person a detention card. The detention permit is the evidence for the public security organs to carry out detention. The detention certificate shall contain the name and cause of action of the detainee, and shall be stamped with the seal of the public security organ that executed the detention. For those who resist detention, the person who carries out detention may take appropriate coercive measures and use coercive means when necessary.

2. After detaining a person, the public security organ shall notify the detained person's family or his unit within 24 hours of the reason and place of detention, unless it hinders the investigation or cannot inform him. Generally, it can be considered as "obstructing investigation" under the following circumstances, and it is not necessary to inform the family members of the detained person or their units within 24 hours: the detained person belongs to a criminal group or participates in a criminal group or gang. Because other criminals have not been arrested, the news of his detention will spread, which may cause other accomplices to escape, commit suicide, destroy or forge evidence, and hinder the smooth progress of investigation; Family members of the detainee or personnel of the unit to which he belongs participate in the crime, which may lead to the transfer, concealment or destruction of criminal evidence after being informed. In practice, there are often some situations that cannot be notified, such as the address of the detainee's family or unit is unknown, or the family or unit is in a remote area and it is difficult to notify within 24 hours, and some detainees have no family or unit.

The public security organ shall interrogate the detained person within 24 hours after detention. When it is found that it should not be detained, it must be released immediately and a release certificate must be issued. Those who need to be arrested but have insufficient evidence may be released on bail pending trial or under residential surveillance.
