1. The library is an open knowledge and information center, with public welfare service as the basic principle and readers as the starting point of all work.

2. The library provides equal services to all readers. Libraries, especially public libraries, have the responsibility to realize and protect citizens' basic reading rights, and maintain citizens' rights to enjoy library services by providing equal services to all members of society.

The library is the door to knowledge. It realizes the social function of disseminating knowledge and inheriting civilization through the systematic collection, preservation and organization of documentary information.

The phrase "library is the gateway to knowledge" comes from the title of the first section of the "Public Library Manifesto": A gateway to knowledge (Another translation: The library is the way to knowledge) . This "Declaration" begins with this, indicating that it is consistent with the basic concepts of UNESCO/IFLA's "Declaration on Public Libraries" and other "Declarations".
