The relevant matters are hereby notified as follows:

1. The key points of rectification

1. Rectify electric bicycles that have not been registered by the traffic management department of the public security organ and have not obtained the license plate and driving license of non-motor vehicles. Electric bicycles traveling on campus shall hang non-motor vehicle number plates in accordance with regulations and carry official invoices, driving licenses and certificates with them.

2. clean up all kinds of over-standard electric vehicles driving in the school. Electric bicycles that do not meet the following standards are prohibited from being used in schools: the main technical indicators of electric bicycles should be inspected by qualified inspection institutions to meet the General Technical Conditions for Electric Bicycles (national standard GB17761-1999) and meet the following requirements: (1) They have good pedaling function, and their pedaling distance in 3 minutes is not less than 7 kilometers; (2) The tire width is not more than 76mm; (3) The width of the front and rear baffles is not more than 33mm; (4) The size and length of saddle shall not be greater than 55mm. According to the Measures for the Administration of Non-motor Vehicles in Fujian Province, the over-standard electric vehicles refer to "two-wheeled and three-wheeled non-motor vehicles that are driven by power devices but whose design maximum speed, empty car quality and overall dimensions do not meet the national standards for non-motor vehicles, and are not listed in the National Announcement on Vehicle Manufacturers and Products."

3. Control the overload and overspeed of electric bicycles. Electric bicycles are limited to carrying a minor under the age of 12 in the back seat; The speed of running on campus should not exceed 1km/h.

4. Rectify private wiring to charge electric vehicles.

II. Remediation measures and steps

(1) Stage 1 (April 11 -16): Self-cleaning

(2) The second stage (from April 17th): investigate and punish

The security department will contact Huai 'an police station, traffic police and other public security departments to investigate and deal with illegal electric vehicles in all roads and areas of the campus, temporarily detain the illegal vehicles, and register the owner's name and unit (professional grade, etc.). The public security department will punish them, trace the source of the vehicles and make further disposal according to the law.

2. investigate and deal with the disciplinary behavior of privately pulling wires to charge electric vehicles. All units should manage the safe and standardized use of power supply in the areas under their jurisdiction. Teachers and students who fail to correct after criticism and education should be given corresponding treatment in strict accordance with the relevant provisions of the Student Handbook and the management of faculty and staff.

3. illegal vehicles such as over-standard electric vehicles are prohibited from entering or leaving the campus. All gates of the school (including Dongyuan Gate) are prohibited from entering and leaving the over-standard electric vehicles and over-standard three-wheeled electric vehicles.

4. It is forbidden to park illegal electric vehicles in teaching, laboratory buildings, student dormitories, public places and areas around roads on campus.
