1. Purpose of Inspection

2. Key points of inspection

1. Carry out quarantine and law enforcement inspections on seedling breeding bases, wood-related enterprises, wood-related markets and key construction projects, with special emphasis on inspections in mountainous areas and forest areas. Cable drums used for power grid transformation; optical cable drums used by China Mobile, China Unicom, Telecom and other departments to build communication networks, radio and television networks and other projects; wooden packaging materials for large machinery and equipment, motorcycles and other key construction projects. Focus on investigating and punishing the following illegal activities:

(1) Failure to perform quarantine declaration procedures in accordance with the law or committing fraud during the inspection process;

(2) Fraudulent, trading and transfer of "Plants" Quarantine Certificate";

(3) Transporting forestry plants and their products (including cable drums, optical cable drums, wooden packaging boxes, pallets, etc.) that are subject to quarantine without quarantine;

(4) Illegally purchasing, operating, and transporting infected wood from pine wood nematode infected areas;

(5) Whether there are other violations of laws and regulations.

2. Whether the county (district) where the designated processing enterprise of pine wood nematode infected wood is located conducts follow-up inspection and supervision on the pest control treatment of infected wood by the designated processing enterprise, establishes a detailed entry and exit account of infected wood, and records the entry and exit of infected wood. The number of diseased wood harvested from the mountains in each eradication area is checked with the number of diseased wood entering designated processing enterprises, so as to prevent the loss of diseased wood. Whether a quarantine inspection should be carried out after the pest control treatment of infected wood, and a "Disinfection Treatment Certificate" should be issued and the pest control treatment label should be stamped, and the relevant provisions of the "Pinewood Nematode Disease Infected Areas and Infested Wood Management Measures" formulated by the State Forestry Administration should be strictly followed Provisions are enforced.

3. Inspection methods

The city and county forestry departments will take the lead, and the city and county forestry bureaus, forestry administration and public security departments will cooperate. According to the above inspection content, the inspection will be carried out in groups and sections. Relevant units within the jurisdiction shall conduct inspections. 4. Inspection schedule

1. November 1-15: Preparation stage

2. November 16-December 25: Implementation stage

Each inspection team will carefully inspect the key inspection objects based on the preliminary investigation and investigation, and handle the cases of violations.
