Residents who raise dogs shall bring their dogs to the local administrative department of city appearance and environmental sanitation or the city street office entrusted by them to apply for registration, fill in the registration form for raising dogs, and provide the following materials:

(a) household registration book and identity certificate;

(2) An immunization certificate issued by a legally established animal epidemic prevention agency;

(3) Two photos of dogs.

District urban city appearance and environmental sanitation administrative department or its entrusted urban sub-district office shall register those who meet the requirements after examination, and issue dog license and dog logo; If it cannot be handled on the spot due to special circumstances, it shall be completed within seven working days from the date of receiving the materials; If it is not registered, it shall give a written reply and explain the reasons.

An individual raising a dog shall meet the following conditions:

1, with legal identification;

2. Have full capacity for civil conduct;

3. Have a fixed residence and live in a single family;

4. The residence is outside the kennel area.

Before an individual raises a dog, he shall obtain the consent of the residents' committee and the villagers' committee, and sign a dog-raising obligation with them.

Dog breeders shall, within 30 days from the date of obtaining the certificate issued by the residents' committee or villagers' committee that meets the requirements for raising dogs, go to the district or county public security organ where they live to register dogs and obtain a dog registration certificate.

Dog owners will obtain the animal health immunization certificate issued by the supervising agency for animal epidemic prevention after obtaining the dog registration certificate.

The time, place and requirements for the annual inspection of the dog registration certificate shall be announced by the public security organ.
