How to carry out multi-level and multi-form rule of law creation activities in depth

The Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China clearly put forward "strengthening the education of popularizing the law, forming a good social atmosphere for everyone to learn and abide by the law, and accelerating the construction of a socialist country ruled by law". This plan is formulated in accordance with the spirit of the Sixth Five-Year Plan of the central, provincial and municipal governments, the Regulations on Legal Publicity and Education in Jiangsu Province, and the Outline for the Construction of the Rule of Law in Jiangsu Province, and combining with the actual situation of our town.

First, deepen understanding, keep pace with the times, and further clarify the task requirements of the sixth five-year legal publicity and education work.

From 2006 to 20 10, under the leadership of the town party Committee and government and under the guidance of the municipal bureau, all departments and units in the town seriously organized and implemented the fifth five-year legal publicity and education plan, and achieved remarkable results. The legal quality and concept of the general public have been continuously enhanced. The Twelfth Five-Year Plan period is an important period for our town to build a well-off society in an all-round way and move towards basic modernization. It is also a crucial period to fully promote economic transformation and upgrading and achieve leapfrog development. It faces both rare development opportunities and various risks and challenges. Accelerating the transformation of economic development mode and maintaining stable and rapid economic development need legal protection; Strengthening social construction and ensuring and improving people's livelihood need legal norms; Resolving social contradictions, doing mass work well and maintaining social harmony and stability need legal guidance; Deepening reform and opening up and speeding up the construction of institutional mechanisms conducive to scientific development need the promotion of the legal system. To give full play to the guiding role of the legal system in economic and social development, we must popularize legal knowledge, carry forward the spirit of the rule of law, create a legal environment, and ensure and promote the full implementation of the "Twelfth Five-Year Plan".

The popularization rate of legal publicity and education in cities and towns is over 95%, and the popularization rate of legal publicity in rural areas is over 90%.

The socialist concept of the rule of law is deeply rooted in the hearts of the people, the awareness and spirit of the rule of law in the whole society are constantly established, the legal authority is more widely respected, and it is common for the whole society to act according to law.

-the achievements in the construction of the rule of law culture are more abundant. Great progress has been made in the infrastructure construction of the rule of law culture, forming a larger, deeper and higher-level brand effect of the rule of law culture.

-The effectiveness of the rule of law practice is more obvious. Governance in all fields and at all levels in the town has been continuously promoted, and activities to create democracy and the rule of law at the grassroots level have been carried out in depth. By the end of 20 15, the proportion of villages (communities) that reached the establishment standards of Yangzhou and provincial-level democratic villages (communities) was 98% and 30% respectively, and the pass rate of re-examination of municipal-level democratic villages (communities) was 100%. The legal literacy of national public officials has been improved in an all-round way, and their ability to perform their duties and serve the society according to law has been further improved.

(3) Working principle

Focusing on the center and serving the overall situation. Closely around the central work of the Party committee and government, around the overall situation of accelerating the transformation of economic development mode, speeding up the construction of the fairy of the rule of law, serving people's livelihood and maintaining social harmony and stability, we will deploy and implement legal publicity and education measures, carry out multi-theme and multi-form legal publicity and education activities, give full play to the role of promoting and safeguarding economic and social development, highlight the position of serving the overall situation, and continuously promote the deepening of legal publicity work.

People-oriented, serving people's livelihood. Firmly establish the fundamental purpose of serving the people wholeheartedly, constantly strengthen the concept of "benefiting the people through the rule of law", closely follow the people's actual production and life, closely follow the people's needs and expectations, and carry out targeted popularization activities that are easy to understand and easy to participate, so that the whole process of legal publicity will become a process of helping the people solve practical difficulties, a process of safeguarding, realizing and developing the people's vital interests, and continuously improve the actual effect of legal publicity and education.

Grasp the law and blaze new trails. Constantly deepen our understanding of the new situation of economic and social development, grasp the objective demand of democracy and legal system construction for legal publicity and education, study the characteristics and laws of legal publicity and education under the new situation, firmly grasp the initiative of legal publicity and education, and actively explore new mechanisms, new carriers and new measures for legal publicity and education to ensure that legal publicity and education will always be new and full of vitality.

On-demand teaching and classified guidance. Insist on proceeding from reality, choose acceptable and effective ways and means according to the situation, needs and characteristics of different regions, departments, industries and objects, so as to achieve "needs and deficiencies", not only widely popularize legal knowledge, but also pay attention to cultivating the spirit of the rule of law, and strive to embody the hierarchy and pertinence of legal publicity, so as to make legal publicity closer to life, the masses and reality.

(4) Main tasks

1. Carry out legal publicity around the overall work of the Party committee and government. Focusing on the theme of "Farun Xiancheng, Service Development" in our town, laws and regulations on macro-control, industrial structure adjustment, rural reform and development, resource and environment construction, energy conservation and emission reduction, low-carbon circular economy, intellectual property protection, and state-owned enterprise restructuring are highlighted. Focusing on maintaining social harmony and stability, we will further deepen the theme activities of "strengthening legal publicity and education and promoting the resolution of social contradictions", highlight laws and regulations such as social management innovation, promoting fairness and justice, honest and law-abiding operation, government information regulations, and fair and honest law enforcement, promote the government and civil servants to make decisions and act according to law, guide the broad masses to express their interests according to law, solve contradictions and disputes according to law, and build a harmonious legal environment for the sound and rapid economic and social development of the town.

2. Carry out legal publicity around the cultivation of civic awareness. Cultivating civic awareness is a deeper legal publicity and education. Efforts should be made to establish the socialist concept of the rule of law, carry out publicity and education on the basic socialist laws with the Constitution as the core, guide the broad masses of the people to further enhance their constitutional spirit and consciousness, further understand and master the legal system and legal system with China characteristics, consciously safeguard the Constitution and legal authority, strictly abide by the Constitution and legal provisions, and accurately grasp the connotation of the organic unity of party leadership, people being masters of the country and governing the country according to law. 3. Carry out legal publicity around promoting the practice of rule of law. Give full play to the leading and basic role of legal publicity and education in the construction of the "fairy of the rule of law" and promote the practice of the rule of law at all levels and in all fields. We will do a good job in the publicity and education of the outline for the construction of Jiangsu under the rule of law, the implementation outline for comprehensively promoting administration according to law and the State Council's opinion on accelerating the construction of a government under the rule of law, so as to further consolidate the foundation for the construction of a government under the rule of law. Vigorously promote the in-depth development of democratic and legal villages (communities), sum up experience, improve the system, effectively implement dynamic management, and further improve the quality and level of grassroots democratic and legal practice. Strengthening the rule of law construction of leading cadres and civil servants is the key to legal publicity, constantly enhancing the internal motivation of leading cadres and civil servants to learn the usage of law, and effectively promoting all kinds of rule of law practices focusing on administration according to law and fair justice. We will continue to deepen the legal activities of "entering organs, villages, communities, schools, enterprises and units", guide the general public to consciously and orderly participate in the rule of law practices such as running schools, villages and enterprises according to law, and constantly expand the extension and connotation of legal publicity work.

4, around the protection and improvement of people's livelihood to carry out legal publicity. It is the fundamental starting point and foothold of legal publicity work to let the people get benefits from legal publicity. Prominently publicize laws and regulations that are closely related to people's production and life, such as labor and employment, social security, income distribution, land acquisition and demolition, employment contracts, disputes between doctors and patients, urban transformation, land contracting, and transfer of rural land management rights, and guide the people to use legal thinking to adjust interest relations and resolve contradictions and disputes through legal channels. Prominent publicity of laws and regulations on safety in production, food and drug safety, disaster relief, public health, etc., to ensure the safety of people's lives and property. Highlight the publicity of laws and regulations on the protection of rights and interests of women and children, the elderly, the disabled and other specific groups and socially disadvantaged groups, and create a good rule of law atmosphere for the whole society to respect the elderly and love the young, and help the poor and the disabled.

5, around the prosperity of the rule of law culture to carry out legal publicity. It is necessary to combine the situation and tasks, constantly study and discuss the objectives, principles and ways of the construction of the rule of law culture, conscientiously implement the normative documents of the construction of the rule of law culture, and form the theory and practice of the construction of the rule of law culture with immortal characteristics. Strengthen the edifying function of the rule of law culture, organically integrate the rule of law culture with campus culture, enterprise culture and square culture, continuously expand the radiation effect of the rule of law culture, and enhance its influence, penetration and appeal. Form a relatively complete system of grassroots legal and cultural facilities, build a number of legal and cultural blocks, legal and cultural squares and legal and cultural exhibition halls with characteristics, high taste and complete functions, carry out multi-level and multi-form legal and cultural activities, and further shape legal and cultural brands.

Two, highlight the key points, from point to area, to further improve the level of legal publicity and education.

The object of legal publicity and education is all citizens who have the ability to receive education. In practice, we should focus on the work of leading cadres and civil servants at all levels to learn and use the law, strive to consolidate the legal foundation of teenagers, and promote and drive the legal publicity and education of all groups in the whole society to develop in depth.

(a) the legal publicity and education of leading cadres. Leading cadres at all levels shoulder extremely important responsibilities in promoting the development of economic and social sciences and implementing the basic strategy of governing the country according to law, which is the top priority of legal publicity. It is necessary to strengthen the consciousness and practical ability of leading cadres to make decisions, govern and act according to law as the focus of legal publicity, innovate mechanisms, optimize forms and strictly implement them, and constantly improve the consciousness of leading cadres to learn the usage of law. On the basis of continuing to adhere to the effective methods such as organizing the learning method of the Party Committee's theoretical center and inviting experts and scholars to give lectures, we will comprehensively implement the legal knowledge examination system for leading cadres before taking office, actively implement the assessment system for leading cadres' reporting on their work, honesty and honesty in politics, and continuously improve the initiative of leading cadres in learning the usage of the law through strict supervision and inspection and evaluation. We should make great efforts to improve the rule of law thinking, spirit, ability and practical level of leading cadres and civil servants, give full play to the legal service and legal staff role of the government legal advisory group, and guide leading cadres and civil servants to learn and use the law to a higher level.

(two) in-depth publicity and education of civil servants' legal system. Establish and improve the daily legal education system for civil servants, and take the law as an important part of the initial training, on-the-job training and professional training for civil servants. The training time for civil servants' legal knowledge is not less than twice a year, with 40 hours each time. Adhere to and improve the legal knowledge examination and assessment system. All departments and units should regularly conduct examinations on civil servants' study of law, organize online study of law once every quarter, earnestly implement the pre-service qualification examination system for middle-level cadres' legal knowledge, and regard legal quality as one of the important basis for appointment, promotion, reward and punishment. In particular, it is necessary to strengthen the assessment of the legal knowledge of civil servants in administrative law enforcement departments and judicial organs, and adhere to the system of legal knowledge examination with certificates. We will fully implement the system of civil servants' registration and notification of learning methods.

(three) in-depth publicity and education of juvenile legal system. The legal quality of teenagers is related to the future of the country. According to the characteristics of teenagers, we should carry out targeted publicity and education on the legal system to further improve the trinity of school, family and society. Vigorously strengthen the publicity and education of laws and regulations to protect the rights and interests of young people and prevent and reduce juvenile delinquency. Give full play to the role of the main channel of the classroom, promote the content of legal education into the classroom, into the teaching materials, into the test paper, and ensure the "four implementations" of the legal education plan, curriculum, teaching materials and teachers in primary and secondary schools. Actively open up the second classroom, give full play to the role of the legal education base for young people, and widely organize legal publicity and education practice activities suitable for young people. Strengthen the construction of the team of legal vice presidents and legal advisers, constantly adjust, enrich and improve the system and give full play to its role. Actively explore the use of modern media, especially the Internet, mobile phones and other new ways to educate young people about the legal system. Adhere to the legal publicity month for teenagers in September every year, carry out various forms of legal education and legal practice activities, and at the same time effectively rely on communities and village (neighborhood) committees to strengthen legal publicity and education for social idle teenagers and left-behind children.

(four) to carry out in-depth legal publicity and education for enterprise managers. Strengthen the publicity of laws and regulations related to socialist market economy and enterprise management, and further improve the legal quality of enterprise managers. Strictly implement the legal knowledge training system for enterprise managers, incorporate legal knowledge into the training content of enterprise leaders, and take legal management as an important basis for assessing the performance of enterprise managers. Constantly improve the enterprise legal adviser system, and effectively ensure that legal advisers participate in enterprise management. Solidly promote the legal publicity and education of enterprise employees, and actively cultivate the corporate legal culture of "stressing honesty, operating according to law, stressing system and managing according to law". All relevant departments should strengthen the legal training for managers of individual, private and foreign-funded enterprises and managers of new economic and social organizations in accordance with the principle of "who is in charge is responsible".

(five) in-depth publicity and education of farmers' legal system. Around the construction of new socialist countryside, widely publicize laws and regulations closely related to rural development and farmers' production and life, and guide farmers to participate in villagers' autonomy and village affairs management activities according to law. In-depth implementation of the "legal books to farmers, legal services to farmers, legal culture into the countryside" project, continue to improve the village-level "law popularization center", "farmers' law bookstore" and rural law book corner (cabinet), closely combined with judicial mediation stations and mediation rooms, and promote the general improvement of villagers' legal concept and legal awareness. We will fully implement the practice of college student village officials as legal propagandists, continuously promote the training project of "people who know the law" in rural areas, integrate legal publicity and education into the activities of establishing "democratic villages ruled by law", "peace village" and "civilized villages", and expand the ways and methods of grassroots legal publicity and education.

(six) to carry out legal publicity and education of floating population. Establish and improve various forms of legal training schools (stations and points) in places where floating population is concentrated, and closely combine the work and life of floating population to carry out legal publicity and legal services in a targeted manner. Continue to strengthen the legal publicity week for migrant workers, further improve the legal publicity and education mechanism of migrant workers' "import and export places" and various service management links, and help the floating population integrate into the local society legally and orderly. Integrate resources and build a "law popularization center" in floating population gathering units to facilitate the provision of legal services such as legal knowledge learning, inquiry and assistance, and continuously meet their legal needs.

Three, close to reality, pioneering and innovative, to further expand the effectiveness of legal publicity and education.

(a) to strengthen the construction of characteristic rule of law culture. We will carry out multi-level and multi-form cultural activities under the rule of law, and hold cultural forums under the rule of law, cultural performances under the rule of law and cultural festivals under the rule of law. Encourage all kinds of cultural groups to participate in the construction of legal culture, give full play to the resource advantages of public cultural places in the construction of legal culture, and meet the people's demand for legal cultural products.

(2) Enrich the connotation of theme activities. Focusing on the objectives, tasks and major measures of economic and social development during the Twelfth Five-Year Plan period, combined with the central work of the town party Committee and government, with the theme of "strengthening legal education and serving scientific development", special legal publicity and education activities with flexible forms and outstanding results were carried out in a timely manner. Establish and improve legal publicity websites and web pages, pay attention to strengthening the construction of online law schools, online law examination platforms and juvenile legal education websites, create a legal culture communication platform with advanced technology, fast communication and wide coverage, and form a communication trend of "full coverage of public opinion and full linkage of media".

(six) to promote the theoretical innovation of legal publicity. Combined with the "Twelfth Five-Year" economic and social development of our town, we will deeply explore the characteristics and laws of legal publicity and education under the new situation, and strengthen the research and discussion on major theoretical and practical issues of legal publicity. Hold legal culture forums and theoretical seminars, give full play to the advantages of legal theoretical research and scientific research in colleges and universities, guide and promote work practice innovation, and gradually form a relatively complete scientific theoretical system, so as to provide theoretical support for further deepening the legal publicity and education of the whole people.

Four, improve the mechanism, implement the responsibility, to further enhance the legal publicity and education work together.

(2) Improve the supervision and assessment system. According to the Measures for Examination and Acceptance of the Implementation of the Sixth Five-year Legal Publicity and Education in Jiangdu City, we will further improve the index system, refine the assessment contents, introduce social evaluation functions, establish a systematic, practical and scientific assessment mechanism, and conduct annual assessment, regular inspection and special supervision on the implementation of the plan. Strengthen the functional awareness of relevant responsible subjects, establish a comprehensive evaluation of work, a performance management mechanism, and a debriefing system for key target lead departments, decompose and implement tasks at the beginning of the year, conduct spot checks and supervision at the middle of the year, and conduct sampling assessment at the end of the year. On the basis of ensuring that the funds for popularizing law are not lower than the standards stipulated by the relevant provincial departments, combined with the economic and social development level of this town, the standards for ensuring the funds for legal publicity and education work are formulated, which are included in the fiscal budget at the same level, fully allocated and earmarked, and increased year by year according to the local economic and social development level. All departments, industries and units should arrange and implement corresponding special funds according to the actual situation of popularizing the law to ensure the smooth development of the legal publicity work. Actively explore the establishment of a funding guarantee mechanism based on the government and supplemented by the market, and encourage social organizations, enterprises and institutions to make public welfare investments in legal publicity and education.

(4) Strengthen the construction of talent team. In strict accordance with the number of posts and staffing requirements, we should fully equip and strengthen full-time legal publicity cadres at all levels, and vigorously carry out on-the-job training and on-the-job learning to improve ideological and political quality and various business skills. We will earnestly strengthen the construction of legal popularization lecturers, legal popularization volunteers and legal popularization liaison teams at all levels, encourage and guide academic center households, legal intellectuals, university student village officials and other enthusiastic legal popularization personnel to participate in legal publicity and education and the practice of the rule of law, and strengthen training, management, support and guidance.
