1. Focus on adjusting and optimizing the structure and improving the quality of foreign investment. Adhere to the policy of putting us first and working for us, focus on improving the quality of investment, do a good job in attracting investment from advanced manufacturing, service industries and multinational companies, and promote the upgrading of the industrial structure of our province. The first is to optimize the source structure of investment. We will continue to improve the joint investment promotion between Guangdong, Hong Kong and Guangdong and Macao, strengthen investment promotion work, and strive to expand investment promotion to developed countries. While continuing to introduce labor- and capital-intensive projects, we will pay more attention to the introduction of advanced technology, advanced management, and overseas intelligence. The second is to optimize the corporate structure for attracting investment. Vigorously introduce investment from multinational companies and large enterprises, especially the world's top 500 companies, and attract more multinational companies to set up manufacturing bases, service outsourcing bases, training bases, procurement centers, R&D centers and regional headquarters in our province. The third is to optimize the industrial structure for attracting investment. Focus on the province's nine pillar industries to attract investment and guide foreign investment to high-tech industries with high added value and high relevance, equipment manufacturing, modern service industries, environmental protection and energy-saving industries, modern agriculture, etc. Actively undertake the service outsourcing business of multinational companies, vigorously promote the construction of service outsourcing transfer industrial parks, introduce foreign service outsourcing companies to our province to establish international service outsourcing bases, and promote the Pearl River Delta region to become an important base for global service outsourcing.

2. Efforts should be made to transform the growth pattern of foreign trade and improve the ability of balanced trade development. Focusing on improving the quality and efficiency of exports and actively expanding imports, we will comprehensively implement the strategy of promoting trade through science and technology and promoting famous export brands, enhance the independent innovation capabilities of export enterprises, and expand the import of much-needed energy, important materials, key equipment and technologies. First, further adjust the export trade structure. While vigorously developing general trade and promoting the transformation and upgrading of processing trade, efforts will be made to expand service trade and technology trade. The second is to further adjust the structure of export commodities. While expanding the export of mechanical and electrical products, high-tech products and traditional bulk commodities, we will strive to increase the export of products with independent innovative intellectual property rights, independent brands and high value-added products. The third is to further adjust the export market. While consolidating and deeply developing traditional markets such as Europe, the United States, Japan, and Hong Kong, we also strive to explore emerging markets such as Russia, South America, Africa, ASEAN, and the Middle East. The fourth is to further adjust the structure of operating entities. While continuing to promote the deepening reform of state-owned foreign economic and trade enterprises, we will also develop and expand export-oriented private enterprises. Fifth, further adjust the import structure. We should promptly establish a liaison meeting system for import work, continuously improve the liaison mechanism for key import enterprises, promptly coordinate and solve problems encountered in the import process, simplify the approval and review procedures, improve work efficiency, and focus on the import of key equipment, advanced application technologies, energy resources, etc.

3. Efforts should be made to actively and steadily implement the “going out” strategy and strengthen international economic cooperation. Focus on consolidating and expanding the results of overseas investment cooperation, actively promoting the construction of overseas economic and trade cooperation zones, and promoting overseas investment by powerful enterprises, and actively, steadily and effectively carry out international economic and technological cooperation. The first is to strengthen support and guidance. Strengthen publicity and guidance to help enterprises make full use of national and provincial support policies. Establish and improve a joint working mechanism to support going global, and jointly study and solve the difficulties and problems encountered by enterprises in the process of going global. The second is to promote overseas investment in advantageous industries. Relying on traditional advantageous industries such as home appliances, textile services, light industry, and building materials, we will establish overseas production bases and carry out overseas processing trade. Focusing on emerging industries such as communications, electronic information, new materials, and medicine, we will encourage powerful companies to explore the establishment of overseas R&D centers, make full use of overseas scientific and technological and intellectual resources, and improve corporate innovation capabilities, technical levels, and product quality. The third is to improve the business level of foreign project contracting and labor cooperation. Encourage and guide enterprises to actively undertake large-scale engineering projects with high technical content that can drive the export of equipment and technology in our province. Continuously expand the field of foreign labor cooperation, optimize the structure of dispatched labor personnel, and improve the overall effectiveness of foreign labor cooperation. Encourage qualified private enterprises to carry out foreign project contracting and foreign labor cooperation, and continuously expand business entities. The fourth is to accelerate the cooperative development of overseas resources. Strengthen the development of overseas resources and the comprehensive utilization of domestic resources, establish diversified, stable, and reliable resource supply channels, and focus on promoting resource development cooperation with countries and regions such as Southeast Asia, Africa, Russia, and Australia. Fifth, actively promote the construction and management of overseas economic and trade cooperation zones. Strengthen services and guidance, and urge Xinguang International Group to build the "Guangdong Economic and Trade Cooperation Zone" and attract investment in Nigeria as planned and stipulated.

Encourage qualified enterprises to establish overseas economic and trade cooperation zones that integrate upstream and downstream, are highly related, and have strong driving and radiating capabilities, so as to give full play to the industrial agglomeration effect and drive more enterprises to go global.

Fourth, efforts should be made to promote regional cooperation and improve the level of international and regional economic and trade cooperation. We will deepen regional economic and trade cooperation with a focus on improving the level of cooperation, broadening areas of cooperation, promoting mutually beneficial cooperation, and promoting common development. First, efforts should be made to improve the level of economic and trade cooperation between Guangdong, Hong Kong and Macao. Comprehensively implement the matters agreed upon at the Guangdong-Hong Kong and Guangdong-Macao Cooperation Contact Meeting, and continuously improve the joint working mechanism. Actively guide enterprises in our province to invest in Hong Kong and Macao, expand the results of service business cooperation between Guangdong, Hong Kong and Macao, and focus on strengthening service outsourcing cooperation. Strengthen coordination and communication and jointly promote port cooperation between Guangdong, Hong Kong and Macao. The second is to strive to improve the level of economic and trade cooperation between Guangdong and Taiwan. We will give full play to our province's advantages in clusters of Taiwan-funded enterprises and continuously extending industrial chains, hold the "2007 Guangdong-Taiwan Economic, Technological and Trade Cooperation and Exchange Conference" well, and promote cooperation in high-tech industries and logistics and other service industries between Guangdong and Taiwan. The third is to strive to improve the level of foreign economic and trade cooperation in the Pan-Pearl River Delta region. Deeply implement the "Pan-Pearl River Delta Regional Cooperation and Development Plan (2006-2020)", promote the construction of the Pan-Pearl River Delta Hengqin Economic Cooperation Zone, and promote the building of a Pan-Pearl River Delta regional cooperation brand. The fourth is to strive to improve the level of economic and trade cooperation with ASEAN. Make good use of the preferential measures of the free trade zone, expand the export of our province's advantageous products to ASEAN, and increase the import of resources and energy from ASEAN countries. At the same time, we will actively expand investment from ASEAN countries and support enterprises in our province to invest in ASEAN to carry out overseas processing trade, project contracting and resource and energy development cooperation.
