How to improve grassroots meteorological business capabilities and levels

Adhere to the guidance of public meteorological services and vigorously strengthen the construction of meteorological disaster prevention and reduction systems. First, continue to improve the meteorological disaster prevention and reduction mechanism of "government leadership, departmental linkage, and social participation". Efforts will be made to build a grassroots organizational system and service system for meteorological disaster prevention covering urban and rural areas, and improve meteorological disaster emergency plans and departmental emergency linkage mechanisms. Second, we must do a solid job in artificial weather modification. Further improve the work organization, stabilize the personnel team, and improve the investment guarantee mechanism. Improve the organizational management, coordination and command, safety supervision and other systems and mechanisms for artificial weather modification. Third, vigorously strengthen urban meteorological services and professional special meteorological services. Establish a meteorological disaster monitoring and early warning system adapted to urban grid management, and strengthen refined monitoring and early warning services for urban weather and meteorological disasters. Fourth, we must actively provide meteorological support for ecological civilization construction and respond to climate change. Actively carry out ecological and environmental meteorological services, and strengthen haze forecasts and air pollution meteorological condition forecasts.

Deepen the construction of meteorological service system for farmers and do a solid job in serving "agriculture, rural areas and farmers". First, we must provide meteorological services to ensure food security. In accordance with the deployment and requirements of the Municipal Party Committee’s Rural Work Conference, we regard serving high-standard grain field construction and ensuring national food security as the top priority of our work throughout the year. Strengthen the growth monitoring and yield forecasting of major crops, strengthen the monitoring and early warning services of key farming seasons and major agricultural meteorological disasters, and improve the capabilities of serial meteorological services for key targets at the grassroots level before, during and after production. Second, we must continue to improve the meteorological service system for agriculture. Taking the central government's "agriculture, rural areas and farmers" service project as the starting point, we will further improve the long-term mechanism of meteorological services for agriculture and the rural grassroots meteorological disaster prevention and reduction organizational system, and incorporate relevant work into government target assessment and high-standard grain field construction projects. Actively carry out the construction of standardized modern agricultural meteorological service counties and standardized meteorological disaster prevention towns. Promote the construction of agricultural meteorological observation and agricultural meteorological business service platforms. Actively carry out meteorological services for featured agriculture and facility agriculture.
