National regulations on storage and charging of electric vehicles

Recently, the Wuhan Municipal People's Government issued a decision on amending the Wuhan Fire Protection Regulations. The name of the regulation "Several Provisions on Fire Control in Wuhan" was changed to "Regulations on Fire Control in Wuhan", which will come into effect on May 1 year.

The main contents of the Regulations include departmental responsibilities, fire rescue organization and team building, management of key fire units and high-risk fire units, property service enterprises, schools, kindergartens, construction projects, centralized parking and charging places for electric bicycles, and fire accident investigation.

The "Regulations" put forward strict requirements for fire control work, mainly including the following aspects:

(1) It is stipulated that governments at all levels and industry authorities may entrust technical service institutions or personnel with specialized knowledge to provide technical services such as inspection of fire control facilities, fire safety assessment, identification of fire losses and technical analysis of fire accidents when conducting supervision and inspection, fire investigation, publicity and training;

(two) clear the scope and management requirements of the units that should be included in the urban Internet of Things fire remote monitoring system, and encourage units to use the fire Internet of Things technology;

(3) The management requirements for centralized parking and charging of electric bicycles have been added.

The "Regulations" clarify the fire safety management norms for electric bicycles. Mainly includes the following points:

(a) residential areas shall set up centralized parking and charging places for electric bicycles in accordance with the relevant provisions of fire control management, and support the construction of centralized parking and charging places for electric bicycles in conditional old communities.

(two) to encourage the installation of intelligent control system for electric bicycles and other facilities that prohibit electric bicycles from entering the elevator.

(3) The management unit of centralized parking and charging places for electric bicycles shall strengthen the safety management of electric bicycles, and shall not provide charging equipment and charging places that do not meet the safety standards, and the charging places shall be equipped with corresponding fire-fighting equipment.

In terms of fire-fighting penalties, the new Regulations changed "a fine of more than RMB 0,000 and less than RMB 30,000" to "a fine of more than RMB 0,000 and less than RMB 5,000". Mainly for the following situations:

(a) the key unit of fire safety changes the person in charge of fire safety and the manager of fire safety without filing with the fire rescue agency;

(two) the fire risk unit fails to conduct fire safety assessment in accordance with the provisions.

The "Regulations" put forward the latest fire control mechanism:

Street offices and Township People's governments shall establish fire safety organizations.

Residents' committees and villagers' committees shall determine fire safety administrators and perform fire control duties.

Sub-district offices and Township People's governments shall, under the guidance of fire rescue agencies, organize community workers to carry out basic fire information collection, fire safety inspection, fire safety publicity and other work, and record and report fire incidents in accordance with regulations.

Sub-district offices shall set up community micro fire stations (emergency service stations) and establish community volunteer fire brigades.
