Compulsory measures

Issue an order or notice to order the onlookers to leave the scene immediately. Ordering the organizers of the gathering to immediately dissolve the team and ordering the gathered personnel to evacuate quickly within a time limit;

Those who remain at the scene after a limited time can be forcibly dispersed by using necessary eviction or uniform police equipment, but casualties should be avoided as much as possible;

Those who refuse to leave or incite after being forcibly dispersed may be forcibly taken away from the scene or immediately detained;

Those who are beating, smashing, robbing and burning should be stopped immediately and taken away from the scene or detained;

Illegally carried weapons, controlled knives, inflammable and explosive dangerous goods, tools, slogans, leaflets and other articles used for illegal propaganda and incitement shall be confiscated, and the relevant responsible persons shall be dealt with according to law.

On-site evidence collection measures

For large-scale activities, audio recording, photography, video recording and other means should be used to combine public and secret information, and evidence should be collected in time to provide a basis for handling and publicizing the situation according to law afterwards. Persons forcibly taken away from the scene and detained in advance shall be interrogated within 24 hours and dealt with according to law according to the circumstances.

Measures to use weapons

Strictly implement the "Regulations on the Use of Police Weapons by People's Police" and other relevant laws, regulations and examination and approval authority, and decide whether to use or submit for approval according to the urgency of the incident, what kind of weapons to use, the timing, quantity and degree of use. After the incident has basically subsided, the on-site headquarters should report to emergency headquarters for approval, organize relevant departments and units to clean up the scene, remove roadblocks, lift on-site control and traffic control, restore normal social order, and take necessary measures to prevent recurrence.
