Community Excellence Implementation Plan

This implementation plan is formulated in order to effectively carry out the activities of community party branches and party member for striving for Excellence (hereinafter referred to as "striving for Excellence") and effectively enhance the pertinence, effectiveness and operability of the activities of striving for Excellence in rural areas.

I. Specific requirements

Party member, a rural person, is in the front line of rural reform, development and stability, and is directly responsible for implementing the Party's line, principles and policies in rural areas, promoting the construction of new countryside, leading farmers to become rich, serving farmers and maintaining rural stability. It is necessary to deeply understand the importance and necessity of carrying out the activities of striving for excellence in community party branches and party member, effectively unify the ideological understanding with the major decision-making arrangements of the central and provincial, municipal and district committees, and faithfully implement the requirements of carrying out the activities of striving for excellence. We should conscientiously follow the general requirements of "promoting scientific development, promoting social harmony, serving the people and strengthening grass-roots organizations", closely focus on the theme of "striving for Excellence in promoting scientific development and making contributions in promoting social harmony", take Comrade Shen Hao as an example, accurately grasp the principles of "highlighting practical characteristics, implementing the mass line, stimulating endogenous motivation and paying attention to inheritance and innovation", and strive to achieve practical results from the following four aspects.

(1) Promoting scientific development and building a new countryside. Further study and practice Scientific Outlook on Development, further enhance the awareness of scientific development, establish the Scientific Outlook on Development, clarify the thinking of scientific development, improve the ability of scientific development, determine the theme, content and carrier of the activities of striving for Excellence around the realization of scientific development, promote a new round of rural reform and development, and promote the construction of a new socialist countryside. Conscientiously implement the responsibility system for rural party building, fully implement a series of deployment requirements of the central and provincial, municipal, district party committees and town party committees on strengthening rural party building, further deepen the "three-level joint creation" activities, focus on building "five good" community party branches, and encourage the cultivation of outstanding central households in party member and party member. Strive to build a high-quality leading group of rural grass-roots party organizations. Comprehensively deepen the pairing assistance of urban and rural grassroots party organizations, and strive to build a new pattern of urban and rural grassroots party building. According to the situation and tasks in rural areas and the characteristics of community party member, the activities of striving for Excellence in rural areas mainly focus on creating advanced grass-roots party organizations and striving to be excellent party member. The main task is to implement the "Five Good Five Leads", determine the content of the activities, build the activity carrier, and make the activities closer to rural grass-roots, farmers and work practice.

Under the guidance of the town party committee, community party organizations should closely focus on this realistic theme, combine with local conditions, and focus on their own work, so as to make rural party member strive to be advanced in the construction of new countryside. According to the different situation of rural party member, carefully select the project carrier to carry forward the spirit of Shen Hao. Third, several tasks that need to be focused on

Through radio, blackboard newspaper, slogans, publicity columns, folk songs and other popular forms, and through the party branch secretary's lectures on party classes, we will vigorously publicize the significance, objectives, tasks and basic requirements of carrying out the activities of striving for Excellence, unify the ideological understanding of the general party branch of the community and the vast number of party member into the decision-making arrangements of the central, provincial, municipal, district party committees and town party committees, prevent and overcome boredom, relax, cheer up and devote ourselves enthusiastically. It is necessary to give full play to the fighting fortress role of rural community party branches and the vanguard and exemplary role of party member through in-depth activities of striving for excellence, so as to provide powerful impetus and important guarantee for realizing the goal of "accelerating development, enriching the people and strengthening the village".
