A landslide in Bijie, Guizhou killed 14 people. Is there any human factor in this accident?

A landslide occurred at the construction site of the training base of the First People's Hospital Branch in Bijie City, Guizhou Province. According to the Bijie Municipal Government Information Office, after all-out search and rescue efforts by relevant departments, all 17 missing persons were found, 14 of whom had no vital signs, and the vital signs of the three injured were stable. The rescue operation has ended. According to witnesses at the scene, some stones and soil were washed onto the road before the landslide occurred, and many car owners abandoned their vehicles and fled.

A person familiar with the work at the construction site revealed that a landslide occurred here in October 2021, almost burying the excavator in the soil. On one side of the landslide, an excavator failed to clear it. The excavator turned over and covered half the sand. The walls of the construction site below the landslide have collapsed, leaving only a few fragments. The buried building has the words "Reinforcement Processing Area" on it, and a slogan stating safety first is posted on it. Soil and large rocks were still piled on the road near the side of the landslide, and workers were clearing it.

The landslide is about 40 meters above sea level, but it is steep and straight, like a knife. Other mountains have been reinforced with cement. The mountain near the Physical Examination Center of the Jinhaihu District Clinic Building of Bijie First People's Hospital is a steel frame structure, and the reinforcement of the mountain has not yet been completed. Officials are investigating the mountains. The road on one side of Shuangshan North Road near the accident site was blocked by mud, and rocks of various sizes were scattered around.

Mr. Su said that he lives near the accident site and passes by it every day. The mountain opposite the landslide is a high slope excavated during the original road construction. According to the bidding documents of the training base project where the accident occurred, the project is fully called the Bijie First People's Hospital Branch Training Complex Building Construction Project, including a general practitioner training base and a resident standardized training base. The construction scale is approximately 46,639 square meters, and the total investment is approximately 310 million yuan, with a planned construction period of 580 days. ?
