You can't. According to the Regulations on the Protection of Basic Farmland, non-agricultural construction other than national key construction projects stipulated by law shall not occupy basic farmland. Basic farmland refers to the arable land that cannot be occupied according to the demand of population and social and economic development for agricultural products in a certain period and the overall land use planning.
