II. Home Affairs Work

Focusing on the purpose of "community building and serving residents", community neighborhood committees continued to pay close attention to the three key tasks of spiritual civilization construction, family planning and United front for overseas Chinese and Taiwan in the first half of the year.

In the work of spiritual civilization construction, the emphasis is placed on grasping community problems. In the first half of the year, in addition to actively participating in various cultural and sports publicity activities organized by districts, cities and streets, our community based itself on participation and mobilized community residents to carry out daily cultural and sports activities. Under the organization of community cultural and sports associations, all cultural and sports teams carry out normal activities all the year round. From Monday to Friday, from early morning to evening, we can see the scenes of residents' cultural and sports activities every day, especially the Tai Ji Chuan team, the singing team, the dance team, the waist drum team and the newly formed instrumental chorus. The activities are all vivid and fruitful. The construction of spiritual civilization also includes the overall quality of residents, daily behavior, neighborhood friendliness and other aspects. A group of people in community neighborhood committees rely on the leaders of residents, members of associations and activists to do a good job in community harmony. When the old man is ill, we organize people to visit him at home. Children have a holiday, so we contact residents' volunteers to organize their activities. Disputes between neighbors, we come to the door to persuade; Residents have opinions and suggestions, so we listen patiently, reflect and solve them in time. In the first half of the year, we received and visited more than 1 residents; Conduct home visits to more than 1 homes; Resolving neighborhood disputes for more than 2 times; Reflect the problem to the higher authorities and relevant units for more than ten times, and persuade and educate residents about uncivilized and disharmonious behaviors at any time.

In combination with the creation work, we have been working tirelessly on the long-standing problems such as letting residents have dogs and parking cars indiscriminately. In particular, the phenomena that seriously affected the community environment and public order, such as the back door of Area C, stalls occupying the road around Happy Hour, gathering people to play mahjong, small traders, harvesters and disorderly gathering, were rectified, including contacting the police station, comprehensive management office and law enforcement squadron for four times, which improved the situation in this area.

I. Vigorously implement civil affairs and people's livelihood projects

(I) Implement the new measures for the implementation of provincial and rural subsistence allowances. The first is to standardize the declaration procedures for subsistence allowances. The new measures for the implementation of rural subsistence allowances in the province stipulate that people with difficulties should change their ways to the local village (neighborhood) committee to apply in writing to the local township (town) government when applying for rural subsistence allowances, and implement the filing system for relatives of village and township cadres to apply for subsistence allowances. In order to seriously implement this method, the Commercial Finance Bureau of the Civil Affairs Bureau, together with the research, formulated and issued the Implementation Measures for the Minimum Living Security for Rural Residents in Counties (Jin Min Minimum Living Security [218] No.48), which guided all towns and villages in the county to seriously carry out the application, review and approval of rural minimum living security, and further standardized the reporting procedures for minimum living security. (2) Strengthen the construction of urban and rural old-age service system. First, according to the plan of the county party committee and the county government, the support standard for the five-guarantee recipients has been raised, so that the annual per capita standard of centralized support has reached 2,65 yuan and the annual per capita standard of decentralized support has reached 2, yuan. At present, there are 7,712 five-guarantee recipients, including 2,288 centralized recipients and 5,424 decentralized recipients. The fourth is to strive to complete the task of building 3 beds in social and community-run pension service institutions. This year, the Municipal Bureau issued 2 beds for the social office and 1 beds for the community-run old-age service institutions in our county. According to the actual situation, we divided the task into 2 beds in Binyou Comprehensive Service Center for the Elderly, 6 beds in Qingshan Community of meishan town and 4 beds in Hongcun Community Day Care Center. At present, the construction of this project is proceeding in an orderly manner. Fifth, the social welfare center (apartment for the elderly) was officially opened. County Social Welfare Center is located on the bank of Shihe River in the old city of meishan town. It consists of the county apartment for the elderly and the children's welfare home. It covers an area of 6,11 square meters, with a total construction area of 4,151 square meters and a total investment of 7 million yuan. This year, under the great attention of the county party committee and the county government, the Bureau set up a leading group for project construction, dispatched special personnel to the construction site, worked out plans, reversed the construction period, and went all out to grasp the quality and construction progress of the project. On June 16, the main project, ancillary projects and greening projects were fully completed, and the mode of "public construction and private operation" was adopted. Through competitive negotiation, the city's Aixin Senior Apartment was determined as the main body of the county social welfare center. The main body has been equipped with internal facilities and daily necessities, and hired management, nursing and service personnel. On June 26th, the county social welfare center (apartment for the elderly) was officially opened.

(3) Strengthen the life assistance work for people who have no life. First, the vagrants and beggars in the county have been given regular assistance. From January to June, the county has rescued 95 people who have no life, including 5 people who received medical assistance, 32 people who received life assistance, 53 people who returned home to help, and 5 unknown bodies were buried, with a total expenditure of 176, yuan. The second is to implement the county-level rescue management station construction project. After many investigations and demonstrations, a county-level rescue station with a three-story frame structure with 3 beds and a construction area of 92 square meters is planned to be built in Qiaodian Village, Baitafan Town, our county. Now, the land leveling and project construction bidding have been completed. On June 29, the construction party entered the site and started construction. The third is to implement the basic living security system for orphans, timely declare and review eligible scattered orphans, and include them in the scope of protection. The basic living expenses are paid quarterly. (4) Continue to do a good job in medical assistance for serious diseases of people in urban and rural areas. In order to help more seriously ill people in urban and rural areas get assistance as much as possible, in March this year, the Bureau of Human Resources and Social Security, the Finance Bureau and the Health Bureau jointly revised and improved the implementation measures of medical assistance (Jin Min Yi Shu [218] No.47), which increased the proportion of assistance to about 5%, and at the same time reduced the deductible line of assistance for people in need from 15, yuan to 1, yuan, so that the people in need who participated in the insurance got sick more timely and more. Second, actively do a good job in the creation of "double support" and the placement of special care

In order to do a good job in the resettlement of these retired soldiers, we continue to broaden employment channels, conscientiously implement the spirit of document No.114 of the provincial government and the provincial military region Wan Zheng [218], and take various forms such as holding job fairs to build employment platforms for retired soldiers to better complete the resettlement task. Third, intensify efforts to do a good job in the centralized relocation of scattered martyrs' tombs in the county. According to the plan, it is planned to relocate scattered martyrs' tombs in Wujiadian Town, Guoziyuan Township, Shahe Township, Guanmiao Township, Nanxi Town, Tangjiahui Town, Gubei Town, Huashi Township and Huaishuwan Township to the long summer Festival Uprising Revolutionary Martyrs Memorial Park in Banzhuyuan Town. The scattered tombs of martyrs in Yanzihe Town, Tiantangzhai Town, Qingshan Town, Zhang Chong Township, Youfangdian Township and Mabu Town will be moved to Changling Township.
