3. Grasp construction and promote protection. Protecting cultivated land is not only to protect the quantity, but also to improve the quality of cultivated land through land consolidation, that is, to promote protection through construction, which is an important means of cultivated land protection. We have always regarded the land consolidation of basic farmland and the construction of high-yield farmland as a major event, and regarded it as a popular project and a moral project to further improve the comprehensive agricultural production capacity, improve the production and living conditions of agricultural exhibitions, and promote agricultural efficiency, farmers' income and rural development. Since the beginning of this year, in accordance with the overall requirements of building a new socialist countryside, relying on the project construction, we have comprehensively implemented the basic farmland land consolidation with "land leveling, irrigation area renovation, farmland protection and new village construction" as the main hazards, closely following "grid land consolidation, standardization of water facilities, farmland. As a land department, it has a great responsibility and arduous task. We are working hard around the "three transformations", that is, how to transform the farmland protection from a "one-man show" by the land department into a "chorus" by the whole society; The transformation from responsibility to the combination of responsibility and encouragement; Change from passive to active. II. Problems and Plans

In the past year, although we have made strenuous efforts and done some work, we have achieved certain results, but there is still a big gap between the requirements of the national farmland protection work and the legal provisions, and there are still many shortcomings from the organizational leadership and the expectations of the whole society, mainly reflected in the "three noes": First, some places have not paid enough attention to the farmland protection work, in terms of personnel, responsibilities and responsibilities. In view of the existing problems, we must take effective measures and make great efforts to solve them. It is planned to intensify the work in the following aspects:

2. Intensify the balance of cultivated land occupation and compensation, and further do a good job in the reserve of cultivated land occupation and compensation indicators. Actively strive for the improvement of relevant policies on the balance of cultivated land occupation and compensation, and mobilize all levels. The enthusiasm and initiative of the land department, and strive to complete the task of 4 mu of cultivated land reserve index, in order to ensure the smooth approval of construction land in our city.

3. intensify the work of land development and consolidation and the construction of high-yield farmers, further serve the construction of new countryside in our city, organize the declaration and acceptance of land development and consolidation projects, and ensure that two or four provincial-level investment basic farmland land consolidation projects are settled in Ezhou.
