Protect the ocean, establish a sustainable marine fishery that does not exploit offshore oil, maintain international competitiveness, ensure that the United States can safely handle the increased capacity of marine vessels in the 2 1 century, deepen and maintain navigation channels, improve navigation safety and implement other port projects, join the convention on the law of the sea, protect coral reefs and conduct marine exploration.
