Guangxi issued a notice on the "ten strictness" of epidemic prevention and control in communities and rural areas.

On February 12, the Command of the Leading Group for the Prevention and Control of Pneumonia Infection in novel coronavirus, Guangxi Zhuang Autonomous Region issued the Notice on Further Strengthening the Prevention and Control of Epidemic Situation in Communities and Rural Areas, proposing that "Ten Stricts" should be implemented in the prevention and control of epidemic situation in communities and rural areas.

Party committees and people's governments of cities and counties, ministries and commissions of Party committees of autonomous regions, departments of state organs at the autonomous region level, people's organizations and institutions of higher learning:

At present, the whole region has ushered in the peak of return passenger flow in Spring Festival travel rush, and all localities have arranged for the resumption of work and production in an orderly manner. The epidemic prevention and control work is in a critical period. In order to effectively protect people's life safety and health, according to the relevant laws and regulations and the rectification opinions put forward by the joint prevention and control mechanism of epidemic situation in COVID-19, the State Council, we hereby notify you of further strengthening the prevention and control of epidemic situation in communities and rural areas as follows:

First, the "ten strictness" of community epidemic prevention and control

(1) Strictly implement the closed management of residential quarters. Community epidemic prevention and control shall be managed in a grid and carpet manner, and the street or community shall define the responsible subjects of each residential area within its jurisdiction (hereinafter referred to as the prevention and control team). The establishment of street and community cadres, property management personnel, community health service center medical staff, residents and volunteers to participate in the full-time and part-time work team. Responsibility should be implemented to people, residential quarters, buildings and households should be fully covered, so as to be accurate and not miss one person. Strict closed management of the community, set up checkpoints at the entrance and exit of the community, and those who enter must wear masks and have their body temperature tested. When an epidemic occurs in residential areas, residential units, buildings, communities, etc. Should be closed and isolated according to regulations.

(2) Strictly control the migrants and vehicles in the community. In principle, outsiders and vehicles are not allowed to enter the community. If it is really necessary to enter under special circumstances, it must be approved by the community control team and registered for the record before entering. Express delivery, take-away, etc. Send them to the designated area of the community, and residents will collect them themselves to avoid crowds.

(3) Strictly control people coming from or passing through epidemic areas. Returnees from other places in the residential area should report their health status to the community control group in time on the day of arrival, and cooperate with the completion of personal information registration. The community control team should register and set up accounts for the floating personnel living in the community one by one, focus on tracking people from or passing through the epidemic area, and urge them to observe at home in isolation for not less than 14 days.

(four) strictly strengthen the close contact control and fever management. All the close contacts in the community that have been screened out are sent to the centralized isolation point for isolation observation; At the same time, strengthen the management of fever. Those who refuse to obey the management and violate the provisions of prevention and control measures, which constitutes a violation of public security management, shall promptly report to the public security organ for handling according to law.

(five) strict management of public space sanitation. The community control team should urge the closure of non-essential cultural and sports activity rooms, recreation rooms, community squares, open-air fitness places and other public places in the community. Streets, communities, property enterprises and property units should do a good job in cleaning and disinfection, garbage sorting and environmental sanitation improvement in public places, and set up special boxes for discarded masks, which should be discarded in the special boxes.

(six) strict management of rental housing. The community management and control team should strengthen the thorough investigation and registration of the rental housing situation in the community, urge the owners or lessors to clarify the responsible persons and contacts for prevention and control, and provide dynamic information of rental housing and tenants to the management and control team as required. Those who do not report or refuse to cooperate with the government and community workers in the work of renting houses shall report to the public security organs for handling according to law.

(seven) strictly implement the basic living security. Communities and families should prepare necessary prevention and control articles and materials, such as thermometers, masks and disinfection supplies. Community food markets, supermarkets, pharmacies, etc. Business hours should be arranged reasonably, and people should be guided to avoid crowd gathering. The community should care more about the old, the young and the weak, and take the initiative to provide good services.

(eight) strictly abide by the civil defense norms. Residents are the first responsible person for their own health. They should consciously learn the knowledge of protection, strictly abide by the rules of wearing masks in public places, and try to go out as little as possible, not to visit, not to participate in parties and collective activities, and not to eat game. Those who do not listen to dissuasion, organize against the wind or participate in assemblies or dinners shall report to the public security organs in a timely manner.

(9) Strictly implement prevention and control publicity measures. The community should make full use of various means, ways and channels to carry out targeted publicity on prevention and control knowledge, scientifically guide residents to correctly understand and prevent diseases, and guide residents to take protective measures.

(ten) strictly implement the responsibility of party member. Party member, cadres, deputies to the National People's Congress and CPPCC members should give full play to the leading role, actively participate in epidemic prevention and control work, and drive family members and neighbors to consciously abide by relevant regulations.

Second, the "ten strictness" of rural epidemic prevention and control

(1) Strict personnel flow control. According to the principle of territorial management, the village committee is the main body responsible for the prevention and control of rural epidemic situation, and it is necessary to strictly control the flow of rural personnel in this area. If there are no special circumstances, rural residents are not allowed to visit relatives and friends, visit parties, all kinds of parties and dinners are strictly prohibited, and they are not allowed to eat game. Stop all public activities such as temple fairs and garden parties. Let rural residents be neither red nor simple, avoid crowd gathering and reduce the risk of epidemic spread.

(two) strictly implement the village closed management. Each village implements closed management, strictly controls personnel and vehicles, and strictly restricts non-registered personnel and vehicles. Items delivered by express delivery and take-away delivery should be sent to designated areas for centralized storage and collected by residents themselves. Villages should set checkpoints at the main entrances and exits, and do a good job of inquiry, registration and temperature measurement.

(3) Strictly implement the epidemic prevention and control reporting system. The village committee should urge the rural doctors to do a good job in the health monitoring and registration of residents in the village, and strictly implement the daily report system. Village clinics should promptly report suspected infected persons, close contacts and fever patients from epidemic areas to township hospitals, and timely report prevention and control protection to village committees.

(4) Strictly control the public places in the village. Village cultural activity rooms, libraries, recreation rooms and other public places will be closed. Village committees should strengthen the management of public places such as squares, farmers' markets and waiting points, and supervise supermarkets, shops and pharmacies to arrange business hours reasonably to avoid excessive concentration of personnel.

(5) Strictly improve the village environment. The village committee should mobilize the masses to clean up and rectify the environmental sanitation in front of and behind the house, and arrange special personnel to do disinfection work in public places such as squares, village committee offices, garbage pools and public toilets. Each village group shall set at least 1 dedicated box for discarded masks to facilitate residents to discard discarded masks.

(six) strict implementation of migrant workers to return to the city peak travel guidance measures. County (city, district) people's governments and their relevant departments, township (town) party committees, governments and village "two committees" should guide migrant workers to return to off-peak travel in the city, mainly point-to-point travel, and do not stay overnight, get together or have dinner on the way. For those who have no clear job for the time being, advise them to suspend their travel.

(seven) strictly implement the epidemic prevention and control of rural fairs. Do a good job of disinfection and source elimination in rural markets and key places such as breeding and slaughtering, do a good job of "cleaning and disinfection in one day and cleaning in one week", clean up sanitary corners, and do a good job in garbage source management. Install anti-rat, anti-mosquito and anti-fly facilities to eliminate breeding places of rats, flies, mosquitoes, cockroaches and other vectors.

(eight) strictly strengthen the supervision of rural market operators. The village committee should urge the leisure agriculture and rural tourism business entities in the village to implement the responsibility of prevention and control, and earnestly do a good job in the prevention and control of epidemic situations such as disinfection and sterilization of various service facilities and equipment.

(9) Strictly implement prevention and control publicity measures. By means of radio, television, SMS, WeChat, etc., we will strengthen the information notification of epidemic prevention and control and the propaganda of epidemic prevention knowledge in rural areas, enhance rural residents' awareness of disease prevention, guide them to do their own protection, wash their hands frequently, and wear masks in public places.

(10) Strictly implement organizational safeguard measures. Rural party member, village cadres, deputies to the National People's Congress, CPPCC members and the first resident secretary should give full play to their leading role, actively participate in epidemic prevention and control work, and drive their families and neighbors to consciously abide by relevant regulations. Village committees should strengthen overall coordination and organize necessary prevention and control materials for epidemic prevention and control in villages.
