First, what is a "small scattered pollution" enterprise?

"Small scattered pollution" enterprises have the following three characteristics:

3. pollute the environment. It can be divided into gas-related enterprises that exceed the standard and water-related enterprises that exceed the standard. Such enterprises do not have any pollution treatment equipment, and the pollutants produced are directly discharged into the atmosphere or rivers, causing serious pollution to the surrounding environment.

One is noise pollution. Due to unlicensed, incomplete licenses, illegal construction and illegal operation, enterprises often secretly produce at night to escape the supervision of the regulatory authorities, and a large number of harsh noises generated in production will affect the normal rest of residents. The second is air pollution. No sewage facilities directly discharge pollutants into the atmosphere. The pollutants discharged include sulfur oxides, nitrogen oxides, carbon monoxide, volatile organic compounds and other pollutants. Among them, sulfur oxides and nitrogen oxides are the main causes of smog. However, the combination of volatile organic compounds with automobile exhaust under sunlight will cause ozone pollution, which will cause the burning of human respiratory tract. The third is water pollution. Excessive discharge of nitrogen, phosphorus, potassium and other elements into water will cause eutrophication of water body. Untreated industrial wastewater contains heavy metal elements such as mercury, chromium and lead, as well as arsenic, nickel, aniline and other polycyclic aromatic hydrocarbons. These pollutants not only pollute rivers, but also penetrate into soil, causing irreparable pollution over time.

Three, what measures does our city take to "small scattered pollution" enterprises?

Our city launched a special rectification campaign for "small scattered pollution" enterprises, and severely cracked down on "small scattered pollution" enterprises according to law. Enterprises that do not conform to industrial policies and industrial layout planning, and whose pollutant discharge is not up to standard, as well as small workshops and small processing plants that are unlicensed and have incomplete licenses and serious pollution, will be resolutely banned. Enterprises that comply with industrial policies and industrial layout planning, but have incomplete procedures such as land, planning and quality inspection, shall stop production according to law, make rectification within a time limit, and resume production after completing the procedures. Guide enterprises that conform to industrial policies and do not conform to industrial layout planning to move into industrial clusters or industrial parks.

In order to effectively carry out this work, on March 3, our city held a mobilization meeting for the special rectification of "small scattered pollution" enterprises, and issued the "Action Plan for the special rectification of" small scattered pollution "enterprises in Puyang City", setting task objectives and completion time limit, and implementing work responsibilities step by step.

Strengthen leadership and improve organization. Established Puyang City "small scattered pollution" enterprise special rectification action headquarters, with He Xiong, secretary of the municipal party committee, as political commissar and Song Dianyu, mayor, as commander. There is an office under the headquarters, and the vice chairman, Comrade Huang, is also the director of the office. There are ten inspection teams under the office to supervise and inspect the special rectification work of "small scattered pollution" enterprises in the city.

Clear responsibilities and joint law enforcement. Counties (districts) are the first responsible units for special rectification, and the competent departments of various industries are the second responsible units. Environmental protection, industrial credit, land, industry and commerce, quality supervision, food and drug supervision and other departments perform their duties and jointly enforce the law. In accordance with the working standards of "water and electricity cut off, equipment removed, raw materials removed, licenses revoked, and original appearance restored", "small scattered pollution" enterprises will be completely banned to reduce air pollutant emissions.

Lay a solid foundation and make steady progress. Each county (district) has set up a corresponding organization for the special rectification action of "small scattered pollution" enterprises, and the main leaders of the party Committee and government have personally grasped it and promoted all the work in strict accordance with the time node. Complete all inspections before March 10, put them in place before March 25th, and check and accept them before March 3rd1. Each county (district) has five "small scattered pollution" enterprises that fail to report, conceal or rectify in place, interview the main leaders of the county (district) government or management committee, and give disciplinary sanctions to the leaders in charge.
