Measures of Dongying Municipality on the Administration of Gas

Chapter I General Provisions Article 1 In order to strengthen the management of gas, standardize the operation and use of gas, prevent and reduce gas safety accidents, ensure the safety of citizens' lives and property and social security, and safeguard the legitimate rights and interests of gas users and gas operators, these measures are formulated in accordance with the relevant provisions of the Regulations on the Administration of Town Gas and the Regulations on the Administration of Shandong Gas, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the activities of gas planning and construction, emergency support, gas business services, gas use and gas burning appliances management, gas facilities protection, gas safety accident prevention and treatment, gas supervision and management within the administrative area of this Municipality.

These measures are not applicable to the production and import of natural gas and liquefied petroleum gas, the pipeline transportation of natural gas outside city gates, the industrial production with gas as raw materials, and the production and use of biogas and straw gas.

The term "gas" as mentioned in these Measures refers to the gas fuel that is used as fuel and meets certain requirements, including natural gas (including coalbed methane), liquefied petroleum gas and artificial gas. Article 3 Gas management shall follow the principles of overall planning, supporting construction, ensuring safety, standardizing services, and being efficient and energy-saving, and implement the combination of territorial management and graded responsibility, with territorial management as the mainstay. Article 4 The municipal and county people's governments shall strengthen their leadership over gas management, incorporate gas management into the national economic and social development plan, establish gas management coordination, emergency support and accident handling mechanisms, and coordinate research and solution of major problems in gas management.

Dongying Economic and Technological Development Zone Management Committee and Dongying Port Economic Development Zone Management Committee shall do a good job in gas management within their respective jurisdictions in accordance with the prescribed responsibilities.

Township people's governments and sub-district offices shall assist relevant departments and units to do a good job in gas management within their respective jurisdictions. Fifth city housing and urban and rural construction management department is the city gas management department, responsible for the city's gas management. The county gas management department is responsible for the gas management within its administrative area in accordance with the prescribed authority, and accepts the business guidance of the municipal gas management department.

Development and reform, public security, transportation, commerce, emergency management, market supervision and management and other relevant departments and fire rescue institutions shall perform their respective duties according to law and do a good job in gas management:

(a) the gas management department is responsible for the preparation of special gas planning; According to the division of responsibilities, strengthen the supervision and inspection of gas quality; Responsible for the supervision and management of gas safety, gas engineering construction, gas operation and use, installation and maintenance of burning appliances and protection of gas facilities; Do a good job in publicizing the safe use of gas and other duties stipulated by laws, regulations and rules.

(two) the development and reform department shall undertake the relevant responsibilities of promoting and utilizing clean energy.

(III) The public security organs are responsible for investigating and punishing illegal storage, sale, transportation, misappropriation of gas and destruction of gas facilities, etc. that endanger public safety, guiding gas stations to do a good job in internal security and counter-terrorism prevention, and participating in fire supervision and inspection in gas use places according to their division of responsibilities.

(four) the transportation department is responsible for the management of dangerous goods transportation qualification of gas transportation enterprises, vehicles and employees, and investigate and deal with enterprises and vehicles that transport gas without permission and in violation of regulations according to law.

(five) the business department is responsible for organizing restaurants to carry out self-inspection on the safety of gas use and actively eliminate hidden dangers; Supervise catering enterprises to sign safety gas supply (use) contracts with legitimate gas operators.

(six) the emergency management department is responsible for the comprehensive supervision and management of gas safety production, and organizes, guides and coordinates the emergency response work of gas safety production.

(seven) the market supervision and management department is responsible for the supervision and management of special equipment and special equipment operators such as gas cylinder filling stations, inspection stations and pressure vessels; Responsible for the supervision and inspection of gas prices, and promptly investigate and deal with price violations; Responsible for the supervision and inspection of gas quality according to the division of responsibilities; Investigate and deal with illegal acts such as operating gas without a business license, selling unqualified gas burning appliances and accessories, and filling enterprises beyond the scope of filling.

(eight) fire rescue agencies in accordance with the division of responsibilities, fire supervision and management of gas business, use and storage sites, and urge the implementation of fire safety system. Sixth city gas industry associations shall, in accordance with the provisions of laws, regulations, rules and articles of association, formulate industry codes of conduct and service standards, and cooperate with industry administrative departments to do a good job in gas management. Article 7 Gas operators shall abide by the law, be honest and trustworthy, standardize their services, be strict in self-discipline, improve the quality of employees, and improve their safety and service level.

Gas users shall abide by the rules for safe use of gas to ensure safe use. Eighth people's governments at all levels and relevant departments, gas operators should strengthen the publicity and popularization of gas laws, regulations, rules and safety knowledge, improve the people's awareness of gas safety and emergency skills, and prevent gas accidents.

The news media should strengthen the propaganda of gas safety and gas saving. Article 9 Encourage and support the research of gas science and technology, and advocate the adoption of new technologies, new processes and new products that are safe, energy-saving, efficient and environmentally friendly.

New products such as bio-natural gas that meet the technical standards for urban gas pipeline network access shall be accepted by pipeline gas operators.
