Article 3 The comprehensive law enforcement department of urban management is responsible for investigating and punishing illegal acts of graffiti, carving, and posting.

All district governments and their sub-district offices and public security, industry and commerce, health and family planning, human resources and social security, finance and other departments shall, in accordance with their respective responsibilities, work together to clean up and rectify graffiti, carvings and postings. Related work.

Property service companies, communication operation companies, etc. should cooperate in the management and rectification of random graffiti, random drawings, and random postings. Article 4 The work of cleaning up and rectifying graffiti, drawings, and postings shall adhere to the principles of overall coordination, local management, and participation of all the people, and adopt a combination of surprise rectification and long-term management to establish and control graffiti, drawings, and postings. long-term mechanism. Article 5 It is prohibited to scribble, draw, or post advertisements and other publicity materials on the walls and corridors of buildings and structures, as well as municipal public facilities, showcases, doors, windows, construction fences, poles, trees, and other facilities. Article 6: Any unit or individual shall strictly abide by these regulations and consciously maintain the appearance of the city. Anyone who violates these regulations by scribbling, carving, or posting indiscriminately shall be stopped and reported to the comprehensive law enforcement department of urban management. Article 7 Scribbling, random drawings, random posting of advertisements and other public facilities on urban roads, squares and other public places, such as transportation, communications, postal services, electricity, fire protection, water supply, gas, etc. For promotional materials, the owner or management unit shall promptly clean them and keep them clean and intact. Article 14 Anyone who violates the provisions of Article 9 of these regulations and refuses to perform daily supervision responsibilities shall be ordered by the comprehensive law enforcement department of urban management to make corrections within a time limit, and a fine of not less than 50 yuan but not more than 200 yuan shall be imposed on the individual, and a fine of not less than 200 yuan but not more than 1,000 yuan shall be imposed on the unit. .

Article 15 If the parties concerned are dissatisfied with the specific administrative actions of the comprehensive urban management law enforcement department, they may apply for administrative proceedings in accordance with the provisions of the Administrative Reconsideration Law of the People's Republic of China or the Administrative Litigation Law of the People's Republic of China. reconsider or file an administrative lawsuit. Article 16 Anyone who obstructs relevant administrative organs and other staff from performing official duties in accordance with the law and violates public security management shall be dealt with by the public security organs in accordance with the relevant provisions of the Public Security Management Law of the People's Republic of China.
