Article 18. 5. Twenty-second civilized units in any of the following circumstances, the naming authority and its competent departments will directly revoke its honorary title of civilized unit.

Other newly established units that are decomposed and reorganized must re-declare the honorary title of provincial civilized unit.

(three) a new unit formed by the merger of civilized units of different levels may retain the honorary title of the lower level after examination and approval by the relevant competent department at a higher level in accordance with the jurisdiction stipulated in the first paragraph of this article.

(four) the cancellation and dissolution of the unit will automatically cancel the honorary title of civilized unit.

Article 26 If a provincial department or unit directly under it has the qualification of an independent legal person, the staffing is relatively small, there is no independent office space, and it does not have the conditions for establishing a separate declaration, the competent department, the office of the party committee of the unit (directly under the branch, branch) or the spiritual civilization construction committee (leading group) may, according to the actual situation, submit a written application to the Provincial Civilization Committee after being reported to the party group (party committee) of the department or unit for research and approval, and may be incorporated into the department or unit after examination and approval.
