The document stipulates: (1) In order to take care of the physical condition of veteran cadres and reduce traffic pressure, visiting activities are mainly conducted in the local area, and in principle are limited to the province. (2) Inter-provincial visits should be strictly controlled and approved at the provincial level. If economic conditions permit, they should be organized by the provincial party committee’s veteran cadre (personnel) department, and the consent of the visiting area or department should be obtained in advance. The number of visitors should generally not exceed 30 people at a time (including administrative staff). The duration of the visit is about 15 to 20 days each time. A physical examination is required before visiting. If your health is not suitable for visiting, please do not arrange it to prevent accidents. (3) During the visit, do not affect local work, do not show pomp, do not accept gifts, and do not accept banquets. The staff accompanying the visitors should serve retired cadres sincerely and enthusiastically. (4) Units receiving visitors should actively provide convenience to ensure the smooth progress of the visit. Do not organize a welcome, do not post slogans, and do not arrange for party and government officials to welcome or meet with you. (5) Visiting expenses shall be handled according to the current travel expense standards and shall be reported by the salary issuing unit. If you go out to visit without the approval of the organization, you will be responsible for your own expenses and no reimbursement is allowed.

Individual applications by retired or retired veteran cadres to travel to Hong Kong and Macao at their own expense must be subject to approval and filing procedures in accordance with cadre management authority and relevant regulations. Groups and personnel traveling to Hong Kong and Macao for official business must be strictly reviewed and approved to prevent disguised outbound travel at public expense.
