Keep the social assistance service hotline open to ensure that people in need have access to help and receive help in a timely manner.

2. Strengthen policy implementation and give full play to the role of temporary relief in filling leaks

Intensify temporary relief work and fully implement the "emergency relief" working mechanism. First, give full play to the role of the town's temporary rescue reserve fund, and promptly include those who are in trouble in their basic lives affected by the epidemic into the scope of temporary rescue. In urgent cases, 24-hour first aid will be provided, and the situation will be supplemented afterwards. Second, for migrant workers who are affected by the epidemic and are temporarily unable to find jobs and do not have family support, and temporarily trapped people who are temporarily stranded due to traffic control and other reasons, the application restrictions on household registration and residence will be cancelled. In areas with medium and high risks of the epidemic, the withdrawal of subsistence allowance recipients will be suspended; for needy families who have been included in the subsistence allowance, the periodic verification time limit may be extended as appropriate.

4. Strengthen key assistance and provide caring services to needy groups

During the epidemic, district and county civil affairs departments should guide towns and villages to strengthen the scattered support of extremely poor people and subsistence allowances.
