Article 3 of the Constitution of the People's Republic of China applies the principle of democratic centralism to the state organs of the People's Republic of China. The National People's Congress and local people's congresses at all levels are democratically elected, accountable to and supervised by the people. The state administrative organs, supervisory organs, judicial organs and procuratorial organs are all produced by the people's congresses, responsible for them and supervised by them. The division of functions and powers between central and local state organs follows the principle of giving full play to local initiative and enthusiasm under the unified leadership of the central authorities.
