Regulations of Zhenjiang Municipality on Elevator Safety Management

Chapter I General Provisions Article 1 In order to strengthen elevator safety management and ensure personal and property safety, these Regulations are formulated in accordance with the Law of the People's Republic of China on Safety of Special Equipment, the Regulations on Safety of Special Equipment in Jiangsu Province and the actual situation of this Municipality. Article 2 These Regulations shall apply to the production, use, maintenance, inspection, emergency response, supervision and management of elevators within the administrative area of this Municipality.

The term "elevator" as mentioned in these Regulations refers to manned elevators, freight elevator, escalators and moving sidewalks determined according to the catalogue of special equipment prescribed by the state. This Ordinance does not apply to elevators for single family use only, but applies to elevators for public use. Article 3 The municipal and county-level city (district) people's governments shall strengthen their leadership over elevator safety work within their respective administrative areas, establish a coordination mechanism, urge relevant departments to perform their duties according to law, and promptly solve major problems existing in elevator safety management. Fourth city, county-level city (District) special equipment safety supervision and management department is responsible for the elevator safety supervision and management within their respective administrative areas.

Housing and urban and rural construction, emergency management, industry and information technology, public security, education, transportation, commerce, health, culture, radio and television, tourism and other departments and fire rescue agencies shall, according to their respective responsibilities, do a good job in elevator safety supervision and management.

Town People's Government and subdistrict offices shall perform their duties according to law and assist relevant departments in elevator safety management. Fifth special equipment safety supervision and management departments should strengthen elevator safety publicity and education, popularize elevator safety knowledge, and enhance public safety awareness.

Elevator production, use, maintenance and other units should carry out elevator safety knowledge propaganda and guide the public to use elevators safely.

Schools, kindergartens and other educational institutions should strengthen the publicity and education of elevator safety knowledge, and cultivate students and children's habit of using elevators safely and civilized.

The news media should conduct public welfare propaganda and public opinion supervision on elevator safety. Sixth to carry out elevator safety liability insurance, encourage elevator production, use, maintenance, inspection and testing units to take out elevator safety liability insurance, and use insurance mechanism to innovate elevator safety management. Article 7 The elevator industry association shall establish an industry self-discipline mechanism, carry out industry information analysis and research, and provide elevator safety training, publicity and education, consultation and other services. Chapter II Production Article 8 Elevator production shall meet the requirements of elevator safety technical specifications and related standards.

It is forbidden to use scrapped parts to produce elevators. Article 9 The warranty period provided by the elevator manufacturer shall be no less than two years from the date when the elevator installation supervision and inspection are qualified. If there are other provisions on the start date of the quality guarantee period in the elevator sales contract, such provisions shall prevail. During the quality warranty period, the elevator maintenance shall be undertaken by the elevator manufacturing unit or the unit entrusted by it to obtain the corresponding qualifications according to law.

The construction unit shall ensure that the anti-leakage period of the roof and pit of the elevator machine room is not less than five years, counting from the date of project completion and acceptance. Tenth construction project design units shall, according to the use function of the building, in accordance with the relevant norms and standards, reasonably design the elevator installation and operation of the shaft, pit, machine room, landing and other building structures, and put forward suggestions on elevator selection and configuration.

The construction drawing review institution shall review the relevant design of the elevator in accordance with relevant regulations and standards.

The construction unit shall, according to the examination opinions, purchase elevators that meet the requirements of building structure and use, relevant national and provincial regulations, emergency rescue, fire fighting and barrier-free access.

After the completion of the construction project, the construction unit shall transfer the construction project completion files including elevator manufacturing and installation, supervision and inspection certificates and other materials to the urban construction archives management institution and elevator users for preservation. Eleventh elevator installation, renovation, major repairs and inspection, the elevator construction unit will hand over the keys and technical information to the elevator users, that is, delivery. Article 12 When installing a manned elevator, the construction unit shall be equipped with intelligent equipment with the functions of safety management, operation parameter collection and remote network transmission, so as to realize the signal coverage of the public mobile communication network in the elevator car, and install air conditioning in the elevator machine room to meet the needs of the safe operation of the elevator. The elevators installed in public gathering places and residential quarters shall be equipped with video monitoring facilities that meet the requirements of public safety video management.

Before the implementation of these regulations, the manned elevator that has been put into use is not equipped with the intelligent device, public mobile communication network, air conditioning and video monitoring facilities specified in the preceding paragraph. When the elevator user carries out renovation or major maintenance, it shall be installed with the consent of a specified number of owners according to law. The installation of elevators in existing houses shall follow the principles of government guidance, voluntary participation of owners, full consultation and safety guarantee, and the specific implementation measures shall be formulated by the people's governments of cities and counties (districts). Chapter III Use Article 14 The owner of an elevator shall designate the user of the elevator in accordance with relevant regulations, and an elevator without a designated user shall not be put into use. Fifteenth elevator users are responsible for the safety of elevator use, and shall perform the following obligations:

(a) before the elevator is put into use, establish safety management systems such as post responsibility, hidden danger management and emergency rescue, and improve the elevator accident risk prevention mechanism;

(two) in accordance with the provisions of the elevator safety management personnel, each property management area is equipped with at least one elevator safety management personnel and publicity in the management area;

(3) Post safety precautions, use registration signs, rescue signs, warning signs, safety instructions, etc. In the prominent position of the elevator, and keep them intact;

(four) to keep the elevator emergency alarm device to respond effectively at any time;

(5) It meets the environmental requirements of ventilation, temperature, humidity, lighting, etc. for the safe operation of the elevator, and facilities and articles unrelated to the operation of the elevator shall not be installed or placed in the elevator car, machine room and shaft;

(six) the elevators used in explosion-proof places such as construction projects and special environments meet the corresponding management requirements;

(seven) to ensure the normal operation of the elevator video monitoring facilities used in public gathering places and residential quarters, and to save the monitoring data for not less than thirty days;

(eight) to change the elevator maintenance unit, it shall go through the formalities of change within thirty days from the date of the new maintenance contract;

(nine) to discourage and stop the damage to the elevator, and report to the relevant competent department in time when it is invalid;

(ten) other obligations stipulated by laws, regulations and safety technical specifications.
