Provisions of Guangzhou Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and build Guangzhou into a beautiful, clean and civilized modern socialist city, these Provisions are formulated in accordance with Article 26 of the Constitution of People's Republic of China (PRC), Article 16 of the Environmental Protection Law and the Provisional Regulations on Urban Sanitation Management of Guangdong Province, in combination with the actual situation of this Municipality. Article 2 These Provisions shall apply to the urban areas of this Municipality, and all units, residents and pedestrians must abide by them. Article 3 People's governments at all levels should strengthen their leadership over the work of city appearance and environmental sanitation, and provide necessary material conditions and funds. Fourth city appearance and environmental sanitation administration (Department) is the competent authority of city appearance and environmental sanitation, responsible for the planning, construction and management of city appearance and environmental sanitation.

Planning, municipal, public security, industry and commerce, gardens, housing management, health, environmental protection and other departments should cooperate to do a good job in city appearance and environmental sanitation management.

Newspapers, radio stations and television stations, as well as various organs, organizations, armed forces, schools, enterprises and institutions, should strengthen publicity and education on city appearance and environmental sanitation. Article 5 It is the glorious duty of the urban people to maintain the city appearance and environmental sanitation. Personnel engaged in city appearance and environmental sanitation should be respected and supported by the society. Chapter II Management of City Appearance and Environmental Sanitation Article 6 All buildings shall be kept clean and tidy, and attention shall be paid to their beauty. No unit or individual is allowed to deface at will. The broken wall that hinders the appearance of the city should be repaired in time. Seventh advertisements, slogans, galleries, signboards, kitchen windows, etc. Must be set up or posted in the designated place to keep it clean and beautiful. Article 8 Trees, hedges, flower beds and lawns on roads shall be kept clean and beautiful. Branches, leaves and dregs produced by maintenance operations shall be removed on the same day; All management units must deal with the trees damaged by typhoon in time. Ninth municipal, water supply, power supply, communications, civil air defense, transportation, sanitation and other facilities, should be kept intact. Road signs, telephone poles, traffic signs and bus (electric) stop signs should be standardized and unified, and bus shelters should be neat and beautiful. Tenth units, households and stalls on both sides of the road are not allowed to pile up items that hinder the city appearance and sanitation in front of the door and around the stalls; Shading cloth or awning must be kept intact, neat and beautiful. Article 11 No unit or individual is allowed to occupy roads and sidewalks, pile up materials, set up stalls, park vehicles and carry out operations without authorization. If temporary occupation is approved due to special needs, pedestrian passages must be set aside, which shall not affect traffic and city sanitation. Twelfth all kinds of running land and water transport, should always keep clean and beautiful.

Passenger trains and shipping vessels must close toilets when entering the city. All wastes from vehicles and ships must be transported to designated places for dumping. Don't sweep (throw) from the car or boat. If the vehicle tires are stained with dust, they should be cleaned.

Vehicles carrying granular and fluid articles must have protective facilities and must not leak or fly along the way. Thirteenth units or individuals loading and unloading goods on both sides of the road should clean up the scene in time. Fourteenth meat market, farmers market, industrial products market and lighting night market stalls, shelves should be protected clean and beautiful.

Motor vehicle and non-motor vehicle parking lots and storage stations should also be kept clean and tidy. Fifteenth all construction units should do a good job in the environmental sanitation of the construction site, before entering the site, there should be closed toilets or other temporary toilets, and there are measures to disinfect and kill mosquitoes and flies; There is a drainage ditch, and the accumulated water such as sewage from the construction site will be discharged into the sewer or sewage surge, so that there is no accumulated water on the construction site, and the local city appearance and environmental sanitation management department will prepay the city appearance and environmental sanitation deposit of two thousandths of the total project cost; Within seven days after completion, the site shall be cleared and leveled, and roads, houses and other facilities damaged by construction shall be repaired. After the city appearance and environmental sanitation management department has passed the acceptance, it shall recover the advance deposit. Sixteenth construction units approved to occupy roads and sidewalks to pile up building materials, should be enclosed and managed according to the approved scope, and must be removed and cleaned immediately after the occupation expires; In Gai Lou, when the first floor is completed, the building materials should be moved indoors and can no longer be occupied. Seventeenth road excavation must be carried out at the same time of removing excess silt, and clean up the site within the approved construction period. Article 18 Sludge from ditches and sewers shall not be dumped on roads and rivers. It must be packed in containers, transported in time and cleaned on site. Due to untimely shipment or failure to wash the site, the dumped wastes shall be disposed of by the cleaning unit or individual. Nineteenth are not allowed to slaughter poultry and livestock on roads and sidewalks, processing meat and aquatic products and other activities that hinder the city appearance and environmental sanitation. Twentieth prohibit any unit from setting off firecrackers. Article 21 Everyone must abide by the Guangzhou Hygiene Code (referred to as "six noes" and "six essentials"). (See Annex) Chapter III Cleaning and Cleaning Management Article 22 The professional cleaning team of the District City Appearance and Environmental Sanitation Administration is responsible for cleaning and cleaning roads; Sidewalks and inner streets are cleaned by the cleaning team of the street environmental sanitation management station. Twenty-third roads, sidewalks and inner streets and alleys should generally be cleaned before six o'clock every morning, and should be inspected during the day. Clean the road surface, clean the kerb, clean the manhole, clean the garbage bin and clean the hanging ditch.

Generally, public toilets should be cleaned before 6 o'clock every morning, washed regularly during the day and kept clean.

People who go to the toilet must abide by the hygiene standards of public toilets.
