Regulations of Ji 'an Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, beautiful, civilized and livable city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas, economic development zones and industrial parks within the administrative area of this Municipality, as well as the urbanization management areas designated and announced by the people's governments at or above the county level. Article 3 The work of city appearance and environmental sanitation shall follow the principles of unified leadership, graded responsibility, territorial management and public participation. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and incorporate the funds required for city appearance and environmental sanitation into the government budget. The management of city appearance and environmental sanitation in economic development zones, industrial parks and areas that are subject to urbanization management designated and announced by the people's governments at or above the county level shall be the responsibility of the management institutions determined by the people's governments of cities and counties (cities, districts).

Development and reform, public security, finance, planning and construction, land and resources, housing management, food and drug supervision, market supervision, health and family planning, education, culture, environmental protection, transportation, water conservancy and communications and other relevant departments shall, within their respective functions and duties, do a good job in the management of city appearance and environmental sanitation.

Township people's governments and sub-district offices shall be responsible for the city appearance and environmental sanitation work within their respective jurisdictions, and coordinate, guide and supervise the relevant units and individuals to fulfill their city appearance and environmental sanitation obligations.

Village (neighborhood) committees shall assist township people's governments and sub-district offices to carry out the work of city appearance and environmental sanitation, timely discover and report the problems existing in the work of city appearance and environmental sanitation in this area, and cooperate with relevant departments to deal with them. Article 6 The competent department of city appearance and environmental sanitation shall, jointly with relevant departments, strengthen the publicity and education of city appearance and environmental sanitation laws, regulations and scientific knowledge, and enhance citizens' awareness of maintaining city appearance and environmental sanitation.

Radio, television, newspapers, websites and other mass media should arrange public welfare propaganda content about city appearance and environmental sanitation, and expose illegal acts of city appearance and environmental sanitation.

Managers of public places such as squares, stations, shopping malls, banks, hotels and entertainment places or organizers of mass activities shall cooperate with the competent department of city appearance and environmental sanitation to do a good job in publicity of city appearance and environmental sanitation. Article 7 All units and individuals shall maintain the city appearance and environmental sanitation, take good care of environmental sanitation facilities and respect the work of city appearance and environmental sanitation staff; Have the right to discourage, complain and report violations of city appearance and environmental sanitation laws and regulations and damage to environmental sanitation facilities, and supervise the administrative law enforcement of city appearance and environmental sanitation. The competent department of city appearance and environmental sanitation shall establish a handling and feedback mechanism.

Units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation shall be commended and rewarded by the competent department of city appearance and environmental sanitation and reported to the people's government at the same level. Article 8 The people's governments of cities and counties (cities, districts) shall incorporate the management of city appearance and environmental sanitation into the digital city management platform, improve the grid management level, find problems in time, uniformly dispatch forces, and deal with them efficiently and quickly. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 9 This Municipality implements the system of area of responsibility for city appearance and environmental sanitation. The person in charge of the responsible area shall, in accordance with the provisions of these regulations, maintain the city appearance and environmental sanitation of the responsible area. Article 10 The responsible person in the responsible area shall be determined in accordance with the following provisions:

(a) primary and secondary roads, bridges, pedestrian bridges, bus kiosks, public toilets, garbage transfer stations and other urban public facilities or public areas, by the environmental sanitation management unit, the Township People's government or street offices.

(two) the implementation of property management in residential areas, by the property service enterprises; The city appearance and environmental sanitation of residential areas, back streets and alleys where property management is not implemented shall be the responsibility of the Township People's Government or sub-district offices.

(three) shopping malls, shops, farmers' markets, professional markets, exhibition venues, hotels, restaurants, gas stations and other places, by the management units and individuals.

(four) stations, docks, parking lots, underground passages and other ancillary facilities, by the management unit.

(five) public facilities such as electricity, communications, postal services, water supply, gas supply, cable television, etc., shall be in the charge of the management unit.

(six) the management scope of rivers, ditches, lakes and other public waters and bank slopes shall be the responsibility of the management unit.

(seven) the construction land and construction projects have not been handed over to the construction unit, and the land to be built is the responsibility of the land use right holder or manager.

(eight) squares, parks, green spaces, scenic spots and cultural, sports, entertainment and other public facilities or public areas, by the management unit.

(nine) the approved area around the organs, organizations, troops, schools, enterprises and other units shall be in charge of the unit.

If the responsibility is unclear, the responsible unit is controversial or the responsible person is unclear, the local county (city, district) city appearance and environmental sanitation department shall report it to the people's government at the same level for determination; If the responsibility across administrative regions is not clear, it shall be determined by the competent department of city appearance and environmental sanitation at the next higher level and reported to the people's government at the same level.
