Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, beautiful, civilized and livable city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas, economic development zones and industrial parks within the administrative area of this Municipality, as well as the urbanization management areas designated and announced by the people's governments at or above the county level. Article 3 The work of city appearance and environmental sanitation shall follow the principles of unified leadership, graded responsibility, territorial management and public participation. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and incorporate the funds required for city appearance and environmental sanitation into the government budget. Units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation shall be commended and rewarded by the competent department of city appearance and environmental sanitation and reported to the people's government at the same level. Article 8 The people's governments of cities and counties (cities, districts) shall incorporate the management of city appearance and environmental sanitation into the digital city management platform, improve the grid management level, find problems in time, uniformly dispatch forces, and deal with them efficiently and quickly. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 9 This Municipality implements the system of area of responsibility for city appearance and environmental sanitation. The person in charge of the responsible area shall, in accordance with the provisions of these regulations, maintain the city appearance and environmental sanitation of the responsible area. Article 10 The responsible person in the responsible area shall be determined in accordance with the following provisions:

If the responsibility is unclear, the responsible unit is controversial or the responsible person is unclear, the local county (city, district) city appearance and environmental sanitation department shall report it to the people's government at the same level for determination; If the responsibility across administrative regions is not clear, it shall be determined by the competent department of city appearance and environmental sanitation at the next higher level and reported to the people's government at the same level.
