General rule

In order to conscientiously implement the policy of "safety first" in power production and ensure the safety of personal equipment, this regulation is formulated in accordance with the provisions of the "Regulations on Electric Safety Work" issued by the Ministry and combined with the actual situation of our bureau.

Leaders at all levels, engineers and technicians, staff and other relevant personnel engaged in electrical work in our bureau should study all or relevant parts of this regulation according to their posts and work nature. Take regular exams every year and seriously implement them. Interns and apprentices who are new to the job must study this regulation and pass the examination before entering the job site. Cadres, students and temporary workers who participate in the work must go through safety knowledge education and be led by special personnel to carry out general labor work.

For the electrical workers supported by other units, the person in charge of the work should introduce the wiring situation of the on-site electrical equipment and related safety measures before work.

Leaders at all levels shall not issue wrong orders that endanger personal and equipment safety and violate this regulation. The staff can refuse to carry out the wrong order and report to the superior immediately.

Any staff member who is found to have violated the ministerial regulations on safety work and this regulation, which is enough to endanger personal and equipment safety, shall be stopped immediately. The squad leader, director, leaders at or above the work area and safety supervision personnel of the Bureau have the right to order those who seriously violate the safety regulations to stop their operations, and withdraw from the operation site when the stop is ineffective.

Those who conscientiously implement the provisions and make remarkable achievements in preventing personal and equipment accidents will be commended or rewarded according to the relevant provisions of our bureau. Those who violate these regulations and cause personal and equipment accidents will be dealt with seriously according to their circumstances, and will be given administrative sanctions up to criminal sanctions.

In case of any conflict between these provisions and the ministerial provisions, the ministerial provisions shall prevail.

1 Basic requirements for operation of high-voltage equipment

1. 1 substation duty work requirements.

1. 1. 1 The personnel on duty must be clear about their post responsibility system, be familiar with the on-site rules and regulations of this position, and pass the exam. Familiar with the environment of electrical equipment in the jurisdiction, and achieve "three meetings and three uses".

1. 1.2 There are two duty systems in substations under our bureau: duty system and sign-in system. Personnel on duty are not allowed to read novels or entertain while on duty.

1.2 inspection of high-voltage equipment.

1.2. 1 The list of off-duty personnel who are allowed to patrol the high-voltage equipment alone shall be approved and published by the bureau engineer. When patrolling the high-voltage equipment, no other work is allowed, and the equipment shall not be disassembled with fingers. Visitors from other units should be accompanied by at least one person who is allowed to inspect high-voltage equipment or on duty when entering the high-voltage room.

1.2.2 In case of lightning, except for accident patrol and special requirements, the regular patrol of equipment can generally be suspended. When patrolling outdoor high-voltage equipment, wear insulating boots and be more than 5 meters away from the lightning rod to minimize the stay time near high-voltage oil filling equipment and lightning arrester.

1.2.3 When the high-voltage equipment has a grounding fault, it is forbidden to approach the fault within 4m indoors and 8m outdoors.

1.3. 1 Switching operation command is issued by the dispatcher on duty. After the substation attendant correctly retells, the operator fills in the operation ticket and the guardian reviews it. Give notice of the operation one and a half hours before the operation. Dispatch orders are divided into itemized orders and comprehensive orders. In the comprehensive command, if the dispatcher needs to switch the brake in advance or in priority, it should be explained. Specific matters shall be executed according to the scheduling program.

1.3.2 The following items should be filled in the operation ticket.

1.3.2.4 Close the PT high-voltage side breaker (or insurance), and remove or mount the low-voltage side insurance.

1.3.2.6 Check the power supply of the power-off equipment to confirm that there is no voltage.

1.3.2.7 according to the requirements of dispatching orders and working tickets, install or dismantle grounding wires at designated locations.

1.3.2.8 Check the equipment with load, load connection and transfer.

1.3.2.9 Turn on, turn off and disable relay protection and automatic devices.

1.3.3 The operation sequence of primary and secondary equipment shall meet the requirements of regulations and technical regulations. In case of power failure, switch, load side breaker and line side breaker should be stopped first. Power transmission is the opposite. Removing the control fuse must be carried out after opening the circuit breaker.

1.3.4 In a substation with a bus equipped with a capacitor bank, when the whole station or a bus is out of power, the power switch of the capacitor should be disconnected first. Then operate the switch of other equipment, and vice versa when sending electricity. Finally, send the capacitor power switch to prevent operating overvoltage.

1.3.5 When operating circuit breakers and switches, the staff should wear insulating gloves. When operating outdoor high-voltage equipment in rainy days, the insulating rod should have a rain cover and wear insulating boots. When lightning strikes, it is forbidden to switch the brake.

1.3.6 When loading and unloading high-voltage fuses, wear goggles and insulating gloves, use insulating tongs, and stand on insulating pads or platforms.

1.3.7 after the power failure of electrical equipment, it is forbidden to enter the power grid and touch the equipment before turning on the corresponding switch and taking safety measures to prevent sudden call.

1.3.8 In case of personal electric shock accident, the staff can disconnect the power supply of the equipment privately and report to the superior immediately afterwards.

8. 1 Safety measures for power cable engineering

9. 1 Safety measures for other work

9. 1. 1 When using portable burner, the distance between the flame and the live part: 10KV and the voltage below shall not be less than1.5m; The voltage above 10kV shall not be less than 3m. Do not ignite the burner near the charged body and fuel injection equipment.

9. 1.2 handling long objects such as ladders and pipes near outdoor and indoor high-voltage equipment shall be carried out by special personnel, and a sufficient safe distance shall be kept from live parts.

9. 1.3 Safety helmet should be worn for aerial work, and safety belt must be used for aerial work personnel (above 3m from the ground). Special tool bags should be used to transfer objects during aerial work, and it is not allowed to throw them up and down.

9. 1.4 When lightning strikes, it is forbidden to carry out maintenance and test on outdoor substations or indoor overhead conductors.

9. 1.5 In case of fire of electrical equipment, immediately cut off the power supply of relevant equipment, and then put out the fire. Dry powder fire extinguishers, carbon dioxide fire extinguishers or carbon tetrachloride fire extinguishers should be used to put out live fires, and foam extinguisher should not be used to put out fires. Foam extinguisher or dry sand should be used for gasoline equipment.
