According to the "Fisheries Law of the People's Republic of China", "Implementing Rules of the Fisheries Law of the People's Republic of China" and "Yangtze River Protection of the People's Republic of China" According to the provisions of relevant laws and regulations such as the Law of the People's Republic of China and the Rural Revitalization Promotion Law of the People's Republic of China and based on the actual situation of our county, it has been decided to implement the closed fishing season system in the following waters. The relevant matters are hereby announced as follows:

Text 1. No fishing period and no fishing area

No fishing time: from 0:00 on March 1, 2022 to 24:00 on June 30, 2022; no fishing scope: all areas within the county's jurisdiction Rivers, tidal flats, ditches and other natural waters.

II. Types of prohibited fishing operations

(1) Within the prescribed prohibited fishing areas and periods: all fishing activities except recreational fishing are prohibited; the use of boats, Fishing with rafts and other floating objects on the water; it is prohibited to use explosive hooks, large barbed hooks, multiple rods per person, single line multiple hooks, long line multiple hooks, multiple lines multiple hooks and other fishing gear and fishing methods; it is prohibited to use various types of fish detection equipment and video auxiliary equipment Fishing; it is strictly prohibited to set up nests to retrieve eggs, dig sand, and engage in other activities that affect the ecology of the waters; it is strictly prohibited to purchase and sell catches caught in closed fishing seasons and areas, and it is prohibited to provide trading venues for the sale of illegal fishing catches.

(2) In the natural waters of our county: It is prohibited to use electricity, poison, fish bombing and the use of prohibited fishing methods, fishing gear and fishing gear for fishing all year round. The prohibited fishing gear and fishing gear refer to the "Agricultural and Rural Yangtze River Basin Key Points" "List of Prohibited Fishing Gear in Water Areas" is implemented; the use of bait, nest materials and additives containing toxic and harmful substances and live fish and shrimp bait for fishing is prohibited all year round; the manufacture, promotion and sale of prohibited fishing gear is prohibited all year round; visual fish anchors and river barriers are prohibited (net), dense mesh net (sticky net with mesh inner diameter less than 6 cm, other nets with mesh inner diameter less than 3 cm), bow and dart fish shooting device, harpoon, ecstasy array, ground cage net, snail suction Harmful fishing gear such as drones and bottom trawls are banned year-round in our county.

3. Supervision and Management

(1) The County Agriculture and Rural Affairs Bureau is the fishery administrative department of the County People’s Government and is responsible for the fishery management of the county.

(2) County public security, market supervision and management, water conservancy, transportation, ecological environment, natural resources, and township people's governments, as the co-managing departments of fishery management, jointly supervise the implementation of fishery laws and regulations, and in accordance with The responsibilities and authority of this department are administered in accordance with the law and cooperate with fishery law enforcement.

(3) All townships, towns, departments and the general public have the obligation to protect the county’s fishery resources, and actively report, stop or transfer illegal persons to the relevant departments for illegal destruction of fishery resources.

IV. Penalties for Violations

Those who violate the relevant provisions of this notice shall be punished in accordance with laws and regulations; if the circumstances are serious and constitute a crime, the public security organs shall be responsible for the violation of laws and regulations in accordance with the "People's Republic of China and the State Council". The Criminal Law provides for criminal liability. Anyone who obstructs or hinders fishery law enforcement officers from performing their duties in accordance with the law shall be punished by the public security organs in accordance with the provisions of the "People's Republic of China Public Security Administration Punishment Law" and the "Criminal Law"

: Reasons for fishing ban

In order to ensure aquatic biodiversity in Chongqing, according to notices from 8 departments including the Municipal Agriculture and Rural Affairs Committee, during the fishing ban period from 0:00 on March 1 to 24:00 on June 30 every year, all fishing in Chongqing will be prohibited. Fishing is completely prohibited in the main branches of the Yangtze River, Jialing River, Wujiang River, Daning River, Fujiang River, Qujiang River and Qijiang River.
