Measures of Kunming Municipality on the Administration of Cattle and Sheep Slaughtering

Article 1 In order to strengthen the management of cattle and sheep slaughter, ensure the quality of cattle and sheep products, safeguard the health of residents and respect the customs and habits of ethnic minorities, these measures are formulated according to the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Regulations of the State Council on the Management of Pig Slaughtering and other laws and regulations, with the authorization of the provincial government and combined with the actual situation of this Municipality. Article 2 Units and individuals engaged in slaughtering cattle and sheep within the administrative area of this Municipality shall abide by these Measures. Article 3 Within the administrative area of this Municipality, a system of slaughtering cattle and sheep at designated points and centralized quarantine shall be implemented. Except in rural areas, people commit suicide and support themselves. Article 4 The municipal administrative department of commerce shall be responsible for the planning, guidance, supervision, coordination and service of the cattle and sheep slaughtering industry within the administrative area of this Municipality.

County (city) district administrative department of commerce is responsible for the supervision and management of cattle and sheep slaughter within their respective administrative areas.

The administrative departments of agriculture, industry and commerce, environmental protection, health, quality supervision, public security and ethnic affairs shall, in accordance with their respective duties, do a good job in the supervision and management of cattle and sheep slaughter and the circulation of cattle and sheep products.

Township (town) people's governments and sub-district offices shall implement corresponding supervision and management responsibilities in accordance with the principle of territorial management.

Relevant social organizations shall cooperate with the government and its relevant departments to do a good job in the supervision and management of cattle and sheep slaughter. (6) Having pollutant treatment facilities that meet the requirements of environmental protection;

(seven) slaughter technicians who have obtained health certificates according to law;

(eight) meet other conditions stipulated by laws, regulations and national mandatory standards. Ninth the establishment of cattle and sheep slaughtering plant (field), shall submit a written application to the local county (city) district administrative department of commerce. The county (city) district commerce department shall, within 10 days from the date of receiving the application, conduct a preliminary examination in conjunction with the relevant departments of agriculture, health and environmental protection according to the conditions stipulated in these Measures. Those who pass the preliminary examination shall be reported to the municipal commerce department, which shall conduct the preliminary examination in conjunction with relevant departments within 65,440 days. Without a fixed point, no unit or individual may engage in cattle and sheep slaughter business activities. Cattle and sheep products that have not passed quarantine inspection and quarantine inspection shall not leave the factory (field);

(3) Harmless treatment of sick meat under the supervision of animal health and quarantine officials;

(four) to ensure the normal operation of harmless, pollutant and environmental protection treatment facilities and equipment.
