Measures of Kunming Municipality on the Administration of Cattle and Sheep Slaughtering

Article 1 In order to strengthen the management of cattle and sheep slaughter, ensure the quality of cattle and sheep products, safeguard the health of residents and respect the customs and habits of ethnic minorities, these measures are formulated according to the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Regulations of the State Council on the Management of Pig Slaughtering and other laws and regulations, with the authorization of the provincial government and combined with the actual situation of this Municipality. Article 2 Units and individuals engaged in slaughtering cattle and sheep within the administrative area of this Municipality shall abide by these Measures. Article 3 Within the administrative area of this Municipality, a system of slaughtering cattle and sheep at designated points and centralized quarantine shall be implemented. Except in rural areas, people commit suicide and support themselves. Article 4 The municipal administrative department of commerce shall be responsible for the planning, guidance, supervision, coordination and service of the cattle and sheep slaughtering industry within the administrative area of this Municipality.

County (city) district administrative department of commerce is responsible for the supervision and management of cattle and sheep slaughter within their respective administrative areas.

The administrative departments of agriculture, industry and commerce, environmental protection, health, quality supervision, public security and ethnic affairs shall, in accordance with their respective duties, do a good job in the supervision and management of cattle and sheep slaughter and the circulation of cattle and sheep products.

Township (town) people's governments and sub-district offices shall implement corresponding supervision and management responsibilities in accordance with the principle of territorial management.

Relevant social organizations shall cooperate with the government and its relevant departments to do a good job in the supervision and management of cattle and sheep slaughter. Fifth any unit or individual has the right to report violations of these measures. The people's governments at or above the county level or the relevant departments shall commend and reward those who report meritorious service. Article 6 The layout planning of cattle and sheep slaughtering plant (field) shall be organized by the municipal administrative department of commerce in conjunction with the administrative departments of planning, land, agriculture, industry and commerce, environmental protection, health, ethnic affairs, etc. according to the overall planning of urban and rural planning and land use in Kunming, and implemented after being reported to the Municipal People's Government for approval. Article 7 Cattle and sheep slaughtering plants (fields) located in the main urban area of this Municipality, Chenggong New District and the planning area of Airport Economic Zone shall implement large-scale and mechanized slaughtering, and other areas shall gradually implement it. Eighth cattle and sheep slaughtering plant (field) shall meet the following conditions:

Conform to the layout plan;

(2) The site selection shall not be within the protection scope of drinking water surface source protection areas, scenic spots and cultural relics protection areas, and shall not be far away from toxic and harmful places, and shall not hinder and affect the life of surrounding residents and activities in public places;

(3) There are inspection rooms, waiting rooms, slaughter rooms, emergency slaughter rooms, isolation rooms, hanging slaughter facilities and vehicles that meet the requirements of the state and are suitable for the slaughter scale;

(4) Necessary inspection and quarantine equipment, disinfection and fly prevention, rat prevention facilities and harmless treatment facilities;

(five) there are water supply and drainage facilities suitable for the scale of slaughter, and the production water should meet the standards prescribed by the state;

(6) Having pollutant treatment facilities that meet the requirements of environmental protection;

(seven) slaughter technicians who have obtained health certificates according to law;

(eight) meet other conditions stipulated by laws, regulations and national mandatory standards. Ninth the establishment of cattle and sheep slaughtering plant (field), shall submit a written application to the local county (city) district administrative department of commerce. The county (city) district commerce department shall, within 10 days from the date of receiving the application, conduct a preliminary examination in conjunction with the relevant departments of agriculture, health and environmental protection according to the conditions stipulated in these Measures. Those who pass the preliminary examination shall be reported to the municipal commerce department, which shall conduct the preliminary examination in conjunction with relevant departments within 65,440 days. After the completion of the project, the Municipal People's Government shall organize the relevant departments to carry out acceptance, and if the project is qualified, the certificate and mark of slaughtering cattle and sheep shall be issued. The applicant shall go through the registration formalities with the administrative department for industry and commerce with the certificate of designated slaughter.

Without a fixed point, no unit or individual may engage in cattle and sheep slaughter business activities. Tenth the establishment of Muslim cattle and sheep slaughtering plant (field), shall abide by the relevant provisions of the national, provincial and municipal halal food management, halal food business license procedures in accordance with the law.

The slaughtering activities of Muslim cattle and sheep slaughtering plants (fields) shall be carried out in accordance with the customs and habits of ethnic minorities who believe in Islam. Eleventh cattle and sheep slaughtering plant (field) shall comply with the following provisions:

(a) the quarantine certificate issued by the supervising agency for animal health in the place of origin of the slaughtered cattle and sheep;

(2) Cattle and sheep products that have passed the quarantine inspection shall be stamped with the inspection seal of the supervising agency for animal health and have the quarantine certificate. Cattle and sheep products that have not passed quarantine inspection and quarantine inspection shall not leave the factory (field);

(3) Harmless treatment of sick meat under the supervision of animal health and quarantine officials;

(four) to ensure the normal operation of harmless, pollutant and environmental protection treatment facilities and equipment. Twelfth no unit or individual may inject water or other substances into cattle and sheep or cattle and sheep products. Thirteenth cattle and sheep slaughtering plant (field) shall establish a registration system for the quarantine inspection results and treatment of cattle and sheep and their products entering the factory (field), and the registration materials shall be kept for more than two years. Fourteenth cattle and sheep products sold in the wholesale market shall also have the quarantine certificate of the animal health supervision institution, the seal of meat quality inspection and the certificate of designated slaughter of cattle and sheep.

Muslim cattle and sheep products should also have a Muslim food license. Fifteenth markets, supermarkets, hotels, restaurants, collective catering units and other sales and processing of cattle and sheep products should purchase qualified cattle and sheep products slaughtered in designated slaughterhouses (fields).
